Baseline Survey
Baseline Survey to identify ‘need based’ areas of
intervention under various Government schemes
A detailed Baseline Survey, covering 1,50,000 farmers, undertaken
during May 07 with the following objectives:
Objectives
 Quality implementation of NHM, Centrally Sponsored MI and State
Schemes by extending assistance to the ‘Right’ beneficiary identified
through a scientific process
 Maintain transparency and integrity implementation of the scheme.
 Create a productive database of Farmers and Farms.

Baseline Survey
Based on the Survey village plans prepared to cover the
following major activities
 Area expansion under relevant crops under supervision.
 Rejuvenation of orchards, wherever relevant
 Integrated Pest Management
 Technology infusion
 Credit facilitation
 Micro irrigation and Creating Irrigation Sources
 Marketing (in a gradual manner)
 Infrastructure (Group of villages)
 Organizing Farmers Associations.

MAJOR ISSUES
1.
Cost of Planting material for flowers like Anthuriums is huge (Rs.40 lakhs
per acre). One time 50 % subsidy may be given to such high value crops.
2.
Freight subsidy may be given for domestic markets beyond 1000 Kms as in
the case of exports.
3.
Without assured irrigation, sustainable Horticulture is impossible. Creation
of Water Sources should include all type of water sources (Guideline 8.17).
4.
SLECs may delegated with financial powers up to Rs. 10 lakhs.
5.
Once AAP has been approved by the EC comprehensive, and not component
wise, administrative and financial sanction may be granted.
6.
Guidelines and Terms and Conditions for engaging consultants may be
evolved and circulated to the States.
