Overview
• Anthony L. Dillon – Education Associate (SC Department of Educ.)
– Replaces Katherine Cliatt (Retired)
– Brings additional experience from private sector (ETS) that
dealt with online assessments tied to state standards and a
data management system to track progress of individual
student outcomes.
Duties Will Include:
– Involvement in such areas as curriculum, assessments,
textbook adoptions, professional development, virtual courses,
and other assigned duties.

computer science requirements.
– The Board confirmed that Keyboarding is included as a
computer science course within the requirement.
– Computer Literacy was eliminated from the new regulation.
– Keyboarding Proficiency was eliminated from the regulation.

– Or Performance Assessments
• EOC is actually used in conjunction with academic
courses in which the exam counts as 20% of the
students final grade.
Action Taken to Date:
• Pilots for online performance assessments took place during
the spring of 2006
• Those schools and districts that participated in the pilot
confirmed that the delivery and online assessment system
worked appropriately. (hardware components)
Actions:
• Schools and Districts should begin using the online performance
assessments to determine the following:
1. If students are achieving desired outcomes of learning state
standards and competencies related to CATE courses.

2. If teachers are using state standards while teaching CATE
courses.
3. If teachers need additional resources for standards and
competencies that are NOT in the adopted textbook.
NOTE: Teaching from only the textbook is not always
recommended when focusing on state standards.
Considerations:
• Begin NOW…
– Schools and Districts should test all business and marketing
students at the end of the 1st and 2nd semesters to measure
performance outcomes related to the Technical Skill Attainment
criteria.
– (Next year testing will occur quarterly if on block
scheduling)
• (Do NOT use these outcomes to calculate students’ final score
during the 2007-2008 school year)
Upcoming Requirements:
•
Schools and Districts will be required to begin using the Online
Performance Assessments beginning with the 2008-2009 school year.
•
Performance Assessments will be used at the end of courses, whether it
ends after the 1st semester and/or the 2nd semester, depending on the
district’s local schedule.
Assessment Guidelines:
• Tests will consist of approximately 50 questions and will last for
approximately one hour.
• Beginning in the 2008-2009 school year, the Performance
Assessment will be weighted and be valued as 20% of the final
grade for each CATE student.
Federal Guidelines:
• Technical Skill Attainments (tests) are being required to support
student outcomes and meet the new Perkins IV requirements
which will be tied with obtaining federal funding for CATE
programs.

• Why Has the SCVS Emerged as a Solution?

– Academic courses their schools cannot provide
– To retake courses needed for graduation
– Access to courses because of physical disabilities
– Access to courses because of other reasons for being out of

Preliminary Intentions - Keyboarding:
• Schools and Districts want support for over abundance of
keyboarding courses in middle schools and high schools.
• Was offered to help meet the old state requirements required of
students who may have transferred from other states
– Example: Military Families, Job Transfers
Keyboarding - Continued:
• Keyboarding (the course) is a recommended prerequisite to all of
the computer science requirement courses.
• Some business courses require Keyboarding (the course) as a
prerequisite. Please refer to course standards and competencies.
• The purpose of having Keyboarding is to learn “touch typing” with
the proper fingering technique prior to taking additional computer
courses. (Note: This usually takes about 6 to 9 weeks).
Vision:
• Offer “touch typing” for students in 5th and 6th grade thru the
SC Virtual School and/or elementary schools.
– Each virtual course would require a proctor if being taught in a
traditional classroom environment.
• Build “stepping stones” for students using computers.
Vision – continued
• Provide the opportunity for middle schools to have a certified
business educator to teach Keyboarding Applications.
– This will build students’ speed, accuracy and document
production knowledge for future courses.
• With a certified business educator, school districts will be allowed
to purchase equipment with Perkins funding and also extend credit
hours to students while still in middle school.
Courses already purchased for 2007
•
SC DOE (CATE) would like to expand online offerings each year with
approximately 3 to 5 courses.
•
Purchase cost per course from private industry is approximately $35,000 to
$50,000
•
Would like to actually develop courses in conjunction with local school
districts and universities.

Specific Needs:
• Schools and Districts should make recommendations based on
such needs as:
1. Lack of teachers for specific subjects
2. Abundance of students requesting specific subjects and
courses.
3. Homebound special needs request
4. Other special circumstances
CATE Virtual Course Requirements:
• Need a location capable of delivery on a Blackboard environment.
• Courses can only support 20 to 25 students at a time.
• Online Teachers must still be certified and considered “highly
qualified.”

Details of Agreement:
•
A. Students must register thru their home school and get approval from
their guidance counselor.
•
B. Participation is on a daily basis and each student should spend 1 to 2
hours daily for up to 6 to 10 hours weekly to obtain one Carnegie Unit.
•
C. All students will NOT be able to participate because of limited space
and requirements per course. (20-25 students)

Textbook Adoptions
• Textbook Caravans are taking place every January for upcoming
adoption of textbooks and materials.
• Vendors and Publishers will showcase textbooks and materials via
presentations throughout the state. Question and answer sessions
will follow each presentation.

for textbook caravans in the areas of business, marketing and
computer technology.
• Attendance is important to get the best materials that match the
SC state standards and competencies.
