Today’s Objective
Discuss the relationships between the JFO and the EOC and how FEMA
would like to see us interact. According the HSPD-5, we will need to
have our personnel trained in NIMS and relate our disaster plan to the ICS
structures of other responding agencies. It is important that you know
how to access SBA Loans and how the SOC can help in adding you to
the LMS Strategy.
We want to make sure that we are using titles of LOGS, OPS, FIN/ADMIN
and incorporating our key messages to the IC so the PIO has pertinent
information internally and externally. All of this will help us as agencies
coordinate with the DCT and ultimately provide access to the DCC. We

Local Emergency
Management
Local emergency management agencies:
– exist at the county and sometimes the city level
– size and composition varies greatly
– large emergency management departments in urban
counties
– rural areas may have a director with multiple
responsibilities or a may be volunteers

National Incident Management System (NIMS)
– A consistent nationwide approach for all levels of government to work effectively
and efficiently together to prepare for and respond to domestic incidents
– Core set of concepts, principles and terminology for incident command and multiagency coordination
National Response Plan (NRP)
– Provides the structure and mechanisms for a comprehensive nationwide
approach to domestic incident management
– Applicable to all federal departments and agencies that may be involved in
responding to an Incident of National Significance.
– Plan under review following 2005 Hurricane season.
Requires all Federal Departments and Agencies to
adopt the NIMS and the NRP
Requires state and local NIMS compliance as a condition
for Federal preparedness funding assistance
