Comprehensive Planning and Collaboration:
“The contributions of other Agencies, coalition partners, international organizations, the private
sector, and non-governmental organizations (NGOs) play a role in securing and sustaining a
stable environment. Thus, comprehensive planning for DoD activities requires collaboration with a
broad range of stakeholders.” 2012 GEF
Operational Integration:
“Globally integrated operations place a premium on partnering. This allows expertise and
resources existing outside the U.S. military to be better integrated in a variety of operational
contexts.” CCJO, SEP 2012
Integration into Joint Training and Exercise Programs:
“Training provides a key means to execute globally integrated operations and its attendant
enablers. These elements – mission command, global agility, leveraging partners, flexibility in
establishing joint forces, cross-domain synergy, use of flexible, low signature capabilities and
discrimination – must be integrated into joint training and exercise programs.” 2013-2016

SG14 Exercise Objectives
1. Deploy the USAREUR CCP
2. Execute Joint Task Force Mission Command over a Foreign Consequence
Management (FCM)/Humanitarian Assistance (FHA) mission with a
subordinate multinational force conducting Peace Support Operations (PSO)
3. At the Brigade level, train commanders and staffs in the development of
combined planning, standing operating procedures and staff battle drills in a
Peace Support Operations (PSO) environment
4. Strengthen regional and bilateral strategic partnerships and expand/
enhance regional security cooperation
5. Enhance NATO interoperability and Sustain Partner Capacity
6. Develop the capability to conduct Command Post Exercises in a distributed
mode to increase regional flexibility and cost effective training
7. Test the three main elements of the Contingency Program Management CPM in
three DOTMLPF-P areas: the organization, skills, and functions of the CPM Cell,
the Unified Action Tool Kit, and the draft policy/TTPs.
