What is Critical Infrastructure
Critical Infrastructure and key resources are any
assets that the destruction or exploitation of which
can cause
– Adverse health effects or large mass casualties
– Impair Federal departments and agencies’
– Undermine State and local government
– Damage the private sector’s capability to deliver essential
services
– Have a negative effect on the economy
– Undermine the public’s morale and confidence

InFraGard
The InfraGard program is designed to address the need for
a private and public-sector information sharing mechanism
at both national and local levels. Its objectives are as
follows:
•Provide forum for education and training on infrastructure
vulnerabilities and protection measures;
•Provide threat advisories, alerts, and warnings;
•Increase the quantity and quality of infrastructure intrusion/threat
reports provided to local FBI field offices
•increase interaction and information sharing among
InfraGard members, their associated local
FBI field offices, and the TNOHS

IS-860 National Infrastructure
Protection Plan (NIPP)
Course Overview
• The purpose of this course is to introduce the National Infrastructure
Protection Plan (NIPP). http://www.training.fema.gov/emiweb/IS/is860.asp
• Course Objectives
• Explain the importance of protecting critical infrastructure and key resources
(CI/KR).
• Identify the relevant authorities and roles for CI/KR protection efforts.
• Describe the NIPP unifying structure for the integration of CI/KR protection
efforts, including:

Sector security partnership model.
Risk management framework.
Information sharing process
The course is intended for DHS and other Federal staff responsible for implementing
the NIPP, and Tribal, State, local and private sector emergency management
professionals. The course is also designed to teach potential security partners about
the benefits of participating in the NIPP.

Conclusion
• An effective Critical Infrastructure Program:
– requires a cross functional participation LE/ EMA/ Fire/ Public
works etc. as well as the private sector
– critical to our ability to collect, exploit, and disseminate
intelligence and information
– is essential to preventing and protection against attacks
