Academics and
General Requirements
Division I - Bylaw 14
14.1.9 Graduate Student/Post
Baccalaureate Participation

The following student-athletes with
remaining eligibility will be allowed to
participate in intercollegiate athletics after
obtaining a baccalaureate degree:
– Students enrolled in graduate/professional
program (from same institution).
– Students pursuing a 2nd baccalaureate degree
(from same institution).
– Students taking course work that would lead to
another major or degree at same institution.
– Transfers to SIUe to pursue graduate studies and
has one-time transfer available.
14.2 Seasons of Competition:
Five-Year Rule



Student-athletes should complete his/her
seasons of participation within 5 calendar
years beginning the semester in which the
SA 1st registered for a minimum full-time
program of study in a collegiate institution.
Term in which SA drops below full-time after
1st day of classes is still counted towards
5-year clock.

14.2.3 Criteria for Determining
Season of Eligibility


Any competition, regardless of time, during
a season in an intercollegiate sport shall be
counted as a season of competition in that
sport.
Exceptions:
– 2-Year college scrimmages (14.2.3.1.1)
– Women’s Volleyball, Men & Women’s Soccer
(14.2.3.1.2) Participation outside of
Championship Segment.
– Preseason Exhibitions/ Preseason Practice
Scrimmages During Initial Year (14.2.3.1.3)
14.2.3.2 Tennis

SAs must enroll in an institution within
1 year of the graduation date of their
high school class. Their 5-year clock
will begin after that year and if
participation occurs during that year in
an organized event they will be
required to fulfill a 1 year residency
requirement before becoming eligible
for intercollegiate competition.
14.2.4 Hardship Waiver

Will be considered if the injury or illness occurs
under the following conditions:
– Occurs in 1 of 4 seasons of intercollegiate competition
– Occurs prior to the completion of the first half of the
Championship season as designated by Bylaw 17
– Occurs when a SA has not participated in more than 3
contests or 30% (DII is 20%) of scheduled contests,
which ever number is greater.

All criteria must be met in order for the hardship
waiver to be considered.
14.3 Freshman Academic
Requirements

Qualifier-a high school graduate who presents all
of the following academic qualifications:
– Minimum required core GPA in 16 core courses
determined by ACT/SAT score

Core courses consist of the following:
–

English 4 years
Math 3 years
Natural or Physical Science 2 years
1 additional course in english, math or natural/physical science
Social Science 2 years
Additional Academic Courses 4 years (Any of the prior areas,
foreign language, philosophy, religion)
– A minimum ACT/SAT score determined by core GPA
(Sliding Scale handout)

Example: 2.5 core GPA—17 ACT (68 sum), 2.0 core GPA—22 ACT (86
sum)
14.3.1.2 Core-Curriculum
Requirements

In order to meet the core curriculum
requirements the course must meet all the
following qualifications:
– Must be recognized as academic course and
college preparatory
– Math should be Algebra I or higher
– Course must be taught be qualified instructor
– Must be taught at or above a high schools
regular academic level unless student is
receiving special education due to learning
disability
14.3.1.2.1 Core-Curriculum
Time Limitation


PSA must complete core curriculum courses
prior the date of high school graduation.
Exception:
– If a PSA is 1 core course short of becoming a
qualifier he/she may complete 1 course after
graduation date to satisfy core-curriculum or
min. GPA.


It may be completed at a location other than the high
school they attended.
Must complete the course prior to receiving
institutional financial aid (we can’t pay for summer
class at SIUe).
14.3.1.2.5 Courses for Students
with Disabilities

A course labeled “remedial”, “special
education”, “special needs” does not
disqualify that course from satisfying a corecurriculum requirement, but the following
criteria must be met:
– Written statement submitted by high school
principle to the NCAA testifying the courses
comparableness to regular education core
courses
– Minimum GPA must be met in these
courses
14.3.1.3.1 Test-Score Time
Limitation

Minimum ACT/SAT test scores must be
achieved prior to registration in a
collegiate institution.
Freshman Academic Requirements
14.3.2.1 Non-qualifier

A non-qualifier is a SA that has not met 1 of
the following:
– Graduation from High School
– Minimum core-curriculum GPA with ACT/SAT
score requirement

Eligibility for Athletic Aid, Practice,
Competition as a Non-qualifier (14.3.2.1.1)
– During year of residency, no competition,
practice or athletically related financial aid is
allowed.
14.3.3 Seasons of Competition—
Non-Qualifier



A non-qualifier shall not engage in more than 3
seasons of competition in any 1 sport. Transfers
from another collegiate institution shall not engage
in more that 4 seasons of competition with no more
than 3 of those seasons in Division I.
Exception: SA has completed 80% degree
requirements prior to their 5th academic year can
gain back their forth year of eligibility.
14.3.4 Residence Requirement- A non-qualifier SA
must fulfill a year of residency in order to be eligible
for competition, practice, athletically related
financial aid.
14.3.5.1 Participation Prior to
Certification (Freshmen)


Recruited SA may practice, but not compete
for a max of 14 days prior to the
certification of their academic requirements
by the NCAA (Do Clearinghouse EARLY– was
45 days in Division II).
Non-Recruited SA may practice, but not
compete for a max of 45 days prior to the
certification of their academic requirements
by the NCAA (for true non-recruited walk-on
SA’s that just appear).
14.4 Progress Towards Degree
(PTD)

To be eligible to represent an
institution in intercollegiate athletics
competition, a student-athlete shall
maintain progress toward a
baccalaureate or equivalent degree at
that institution.
14.4.3 Eligibility for Competition
(for second year of enrollment)

Eligibility for competition is based on
completion of the following:
– 24 semester hours of academic credit
prior to the SA’s 2nd year of enrollment.
– 18 semester hours of academic credit
during the academic year (Fall & Spring)
– 6 semester hours of academic credit
during the preceding regular academic
term.
14.4.3.1.3 Regaining Eligibility if do
not meet 24 semester hour
requirement prior to start of 2nd year


A SA that does not meet their 24 semester
credit-hour requirement prior to their 2nd
year of collegiate enrollment may become
eligible at the beginning of the next
academic term by successfully completed 24
semester-hours during the previous 2
semesters (spring, summer, fall combo).
Exception: Baseball- A SA that does not
meet 24 credit-hour requirement prior to the
start of their 2nd year will not be eligible for
the remainder of that academic year.
14.4.3.1.5 Designation of Degree
Program

A SA shall declare a major by the
beginning of the 3rd year of enrollment
and make progress towards that
declared degree. This applies to the
following SAs:
– Continuing
– 4-year Transfer
– 2-year Transfer
14.4.3.1.6 Hours Accepted for
Degree Credit


During the 1st two years of enrollment, SA
may use credits earned toward any degree
program offered at the certifying institution.
By the 3rd year of enrollment the SA will be
required to designate a specific degree
program, thereafter credits used to meet
PTD requirements must be degree credit
toward the SA’s designated degree.
14.4.3.2 Fulfillment of Percentage
of Degree Requirements




SA entering 3rd year shall have
completed 40% of course
requirements towards designated
degree (50 hours)
SA entering 4th year 60% (75 hours)
SA entering 5th year 80% (100 hours)
Applies to Continuing, Transfer and
Walk-On SA’s
14.4.3.2.3 Timing of Certification


If a SA is ineligible under the provisions
of PTD legislation at the beginning of
that term, eligibility may be reinstated at
the beginning of any other term in that
academic year.
Exception: Baseball-If ineligible at the
beginning of the Fall term then ineligible
the entire academic year.
14.4.3.4.4 Remedial, Tutorial, or
Noncredit Courses – AD courses



Must be taken in the SA’s 1st academic year
SA only allowed to count 6 semester hours
of AD course credit toward academic
progress requirement for the first year (11
in DII).
The AD hours can NOT count towards
percentage of degree requirements when
student starts 3rd year of enrollment - 40%
(summer will be required for SA’s who
take AD work during their freshman year.
14.5 Transfer Regulations

14.5.1 Residence Requirement
– A SA who transfers to a member
institution from any collegiate institution
is required to complete one academic
year of residence at the certifying
institution before being eligible to
compete for or to receive travel expenses,
unless the SA satisfies transfer
requirements or receives an exception or
waiver.
14.5.4 2-Year College Transfers


14.5.4.1 Qualifier- a 2-year college transfer is
eligible for Division I competition if the SA has
spent at least 1 full time semester at the 2-year
college, presented a 2.0 GPA and completed an
average of at least 12-semester hours of
transferable degree credit.
14.5.4.1.1 Exception: Baseball & Basketball- a
qualifier who satisfies the provisions of Bylaw
14.5.4.1, but initially enrolls at the certifying
institution as a full time student after the conclusion
of the institution’s first term of the academic year
(enrolls for spring semester) shall not be eligible
until the ensuing year (fall semester).
14.5.4.2 Not a Qualifier – 2 yr
transfer


A transfer SA from a two-year college who was not a
qualifier is eligible for institutional financial aid, practice
and competition the first academic year in residence
ONLY if the student has:
– graduated from the 2-year college
– has completed satisfactorily a min. of 48-semester
hours of transferable-degree credit (would need 50
at start of junior year to meet percentage of degree
requirements)
– has attended a 2-year college as a full time student
for at least 3 semesters.
Exception: Baseball & Basketball - a SA who is not a qualifier who
satisfies the provisions of Bylaw 14.5.5.2, but initially enrolls at the
certifying institution as a full-time student after the 1st term of
the academic year, shall not be eligible until the ensuing
academic year (fall semester).
14.5.4.2 Use of Hours Earned
During the Summer for a two-year
transfer who was a non-qualifier

Not more than a total of 18-semester
hours of the transferable degree credit
may be earned during the summer
terms, and not more than 9-semester
hours may be earned during the
summer term immediately prior to the
transfer.
14.5.4.5.5 Transfer of 2 year
transfer to SIUE Prior to
Completion of Requirements

If a 2-year SA transfers to SIUE prior
to the completion of applicable
transfer requirements, the student is
subject to the 1-year residence
requirement at the certifying
institution, even if a SA transfers back
to the 2-year college and completes
the necessary requirements.
14.5.4.5.6.1 Temporary Certification,
Recruited 2-Year College Transfer

A 2-year college transfer may practice for 14 days
at the certifying institution prior to the certification
of their academic record (must get transcripts in
ASAP).
14.5.4.5.7 Competition in the Year of Transfer

A 2-year college transfer that meets all transfer
requirements is not eligible to compete in the
certifying institutions Championship segment if the
SA has competed at the 2-year college during that
segment of the same academic year in that sport
(impacts Basketball, Wrestling and possibly Indoor
Track).
14.5.5 4-Year College Transfers

14.5.5.1 General Rule
– A 4-4 transfer shall not be eligible for intercollegiate
competition at a member institution until the SA has
fulfilled a residency requirement of 1 full academic year at
the certifying institution.

14.5.5.1.1 Attendance for 1 Academic Year
– A 4-4 transfer who attended a 4-year institution at least 1
academic year shall be eligible for financial aid and
practice at a member institution under the rules of the
institution and the conference which the institution is a
member, regardless of the student’s qualification status at
the time of initial enrollment.
14.5.5.1.2 Attendance for Less Than
1 Academic Year

A 4-4 transfer SA who was not a
qualifier and who attended a 4-year
institution less than 1 academic year
shall not be eligible for competition
during the 1st academic year of
attendance at the certifying institution.
14.5.5.2 Exceptions or Waivers for
Transfers from 4-year Colleges to
avoid year of residency requirement









14.5.5.2.1 Educational Exchange Exception
14.5.5.2.2 Exchange Student Exception
14.5.5.2.3 Discontinued Academic Program Exception
14.5.5.2.4 Foreign Student Program Exception
14.5.5.2.5 Military Service, Church Mission Exception
14.5.5.2.6 Discontinued/Non-sponsored Sport

14.5.5.2.7 Two-year Nonparticipation or minimal
Participation Exception
14.5.5.2.8 Return to Original Institution without
Participation or with Minimal participation.
14.5.5.2.9 Non-recruited Student Exception
14.5.5.2.10 One-Time
Transfer Exception – MOST
USED EXCEPTION BY 4-4

All of the following conditions must be met.
– A student is a participant in a sport other than
M/W Basketball & Baseball.
– The SA has not transferred previously from
another four year instititution.
– SA would have been in good academic standing
and made progress towards degree had he/she
remained at the previous institution.
– SA’s previous institution must certify in writing
that they have no objection.
14.5.5.4 Eligibility for Athletically
Related Aid

A 4-4 transfer may receive athletically
related financial aid during his 1st
academic year at the certifying
institution if he/she would have been
academically eligible to compete
during the next regular academic term
had the student remained at the
previous institution and permission to
speak was granted.
Bylaw 14.5.6 4-2-4 College Transfers

A 4-2-4 SA must complete one academic year
of residence at the certifying institution prior
to engaging in intercollegiate competition
unless:
– Completed 12-semester hours of transferable credit with a
min. gpa of 2.0 for each semester of full-time enrollment
at the 2-year college after transfer from the 4-year
college.
– 1 calendar year has elapsed since the students departure
from the previous 4-year college.
– Student has graduated from the 2-year college.

Exception: Baseball & Basketball - a SA who initially enrolls at the
certifying institution as a full-time student after the 1st term of the
academic year, shall not be eligible for competition until the ensuing
academic year (fall semester).
14.5.6.1 Exceptions to 4-2-4

A 4-2-4 transfer who does not meet the
requirements of 14.5.6 are subject to a residency
requirement unless:
– SA returns to the 4-year institution he/she transferred
provided the SA did not have an unfulfilled residency
requirement at the time of transfer to 2-year college.
– The SA was initially enrolled in a 4-year institution that
never sponsored the SA’s sport on the intercollegiate level
while attending, the SA was a qualifier, and completed
PTD requirements (12 hours transferable per FT semster
and 2.0).
Transfer Prior to Completion
of 4-2-4 requirements

All transfer requirements must be met
(except calendar-year time lapse)
BEFORE the SA’s initial enrollment at
the second 4-year college. If not met,
SA will be required to serve year of
residency. All requirements (including
the calendar-year time lapse) must be
met BEFORE a SA can compete.
14.7 Outside Competition, Effects
on Eligibility – Sports other than
Basketball

14.7.1 Outside competition-Sports
other than Basketball
– A SA who participates during the
academic year as a member of any
outside team in any non-collegiate,
amateur competition becomes ineligible
for intercollegiate competition. A SA is
allowed to practice on such a team.
14.7.1 Exceptions – Sports
other than Basketball


14.7.1.1 Exception- A SA may compete outside of the
declared practice and playing season as a member of an
outside team in any non-collegiate, amateur competition
during an official vacation period (summer, holiday break).
14.7.1.2 Exception- Soccer, Volleyball- In Soccer and Volleyball
a SA may compete outside of the institution’s declared
practice and playing season as a member of an outside team
in any non-collegiate, amateur competition provided:
– Participation occurs no earlier than May 1st
– Number of SA’s from 1 institution does not exceed limits in Bylaw
17.32.2 (Soccer 5, Volleyball 2)
– Competition is approved via Outside Competition Approval Form
– No class time is missed for practice of competition
– In Volleyball, all practice and competition is confined to doubles
tournaments in outdoor volleyball, either on sand or grass.
14.7.2 Outside Competition,
Basketball

A SA who participates in any organized
basketball competition except while
representing the institution in
intercollegiate competition in
accordance with the permissible
playing season becomes ineligible for
any further intercollegiate competition
in basketball.
14.7.3 Exceptions to OutsideCompetition Regulations

14.7.3.1 All Sports

Pan American Tryouts & Competition
U.S. National Teams
Official World Championships, World Cup Tryouts and
Competition
– Multi-sport Events (State and National recognition)

14.7.3.2 Additional Exceptions for Basketball ONLY
– Summer League (June 15 to 1st day of classes) on approved
league by DI Management Council – max. 2 SA’s from SIUE
– Puerto Rico Superior Basketball League
– United States v. U.S. National Teams
– Outside Team Tours
– Pre-draft Basketball Camps
