Secretariat
A properly resourced secretariat is essential
for advancing the interests of ccTLDs.

• History Summary:
• March 2000 .nz offered to host interim
secretariat
• August 2000 Kanchana Kanchanasut/AF
appointed interim secretariat
• May 2001 BK Kim appointed permanent
secretariat
• October 2002 BKK resigns, Abhisak
Chulya continues
Secretariat
• March 2003 Abhisak resigns after Rio
meeting
• June 2003 Montreal meeting staffed by
volunteers
• Aug/Sept 2003 Andy Lane /Richard Francis
appointed
• Current interim secretariat term expires
after Carthage
Secretariat
• In the near future, ccNSO will require
secretariat services.
• Two secretariats is probably one too many.
• ccNSO could use ICANN
staff…independence issues
• What co-operation might be possible?
Possible cooperation
• My personal preference is for most cctlds to
join SO
• May take some time - 2-3 years.
• The scope of the WWA has been,
historically, larger than the Scope of the SO
currently is.
• The range of interests the SO can deal with
is ultimately the same as the WWA.

• Do have drafted Rules for operation of
secretariat ( Not formally accepted, many in
place, mostly “good business practice”)
• Must come to some permanent agreement
about cctld secretariat.
• Must be different from regional association
secretariats to ensure independence and
‘equal treatment”

• ccTLD secretariat could also provide
secretariat services for the ccNSO.
• As confidence in SO grows, more of the
WWA work can be done in the the SO- Best
Practices, outreach, WSIS…...
Secretariat
• Two “clubs” could probably use one
secretariat- until there is just one….
• Fee support from cctlds could come in two
parts: a component for WWA, another for
SO.
• All cctlds would pay component 1 “basic”
• ccNSO members would pay component 2
for SO activities ( ICANN meetings, IANA
policy -redelegation)

• My very strong preference that SO
formation not “divide” the cctld family
• A house divided will not stand.
• Cooperation over the next two years is
essential if this “baby” is to grow up.
• Need to have discussion between now and
at least a WWA appoinment before year end
• ……thoughts?
