DECREE ON THE METHOD AND PROCEDURE OF DESTRUCTION OF
PSYCHOACTIVE CONTROLLED SUBSTANCES BASED ON THE DECISION
OF THE COMPETENT AUTHORITY
• In line with article 4 of the Decree, the following
parties shall participate in the destruction procedure:
1. Representative of the authority which passed the
decision to destroy the narcotics; (THE COURT)
2. The Commission (GOVERNMENT)
3. Authorised persons from the responsible unit of
the Ministry of the Interior; (МI)
4. Legal entity’s authorised person to
carry out the destruction. (NTTEPP)

AUTHORITY WHICH PASSED
THE DECISION TO DESTROY
• Court decision authorising destruction
of psychoactive controlled substances
• The competent court shall set up a commission in
charge of destruction of psychoactive controlled
substances
• The competent court shall submit to the
Commission the following documents:
- copies of final verdicts
- copies of the forensic report from the competent
institution for cases in which the perpetrator is unknown
- forensic report of the competent institution
