What is its purpose?
NHS England is working to develop a plan for future
primary care services. As part of that it wants to
secure community pharmacy services that:

deliver great outcomes;
are cost effective;
reach into every community; and
make the most of pharmacists’ expertise and
pharmacy’s unique accessibility

What is its purpose?
By stimulating debate in local communities, the
CTA will:
• shape local strategies for community pharmacy;
and
• inform NHS England’s national approach to
commissioning community pharmacy services

• The NHS England area team will host a local discussion
event prior to mid-March for:

Why does it matter?
• Following the CTA, NHS England will publish
more detail on how it plans to commission
community pharmacy services nationally
• This will link to its approach to commissioning
general practice and other services

Why does it matter?
• This is our greatest opportunity to persuade
the NHS of the credibility of community
pharmacies as providers of services,
commissioned at national or local level
• There will undoubtedly be responses arguing
against expanding community pharmacy
services, and that resources should be given
to CCGs
• Community pharmacy must counter those!

pharmacy services

best to develop high quality, efficient services
that can improve patient outcomes and can be
provided by pharmacists and their teams in a
community pharmacy setting
• Also, how NHS England can best support these
local changes, e.g. through the way the CPCF

• Not a pharmacy wish list – it must relate to pt outcomes
• Should be a whinge free zone
• Base your response on the four domains from the PSNC
Vision – this was clearly supported by contractors
• Highlight the importance of national commissioning to
drive pharmacy delivery of outcomes for patients
• Responses need a local flavour – formulaic responses will
have less impact

response
• Strengthen the case with external support/
endorsement. Can the stakeholders you have
identified provide content or support for your
response?
• Consider the possibility of negative responses
that may be fed into the AT. Decide how you can

working with the AT with other LPCs covered by it

newsletter, email network and website (draft
wording is available on the PSNC website for
you to personalise and use locally)
• Offer to assist the AT/LPN Chair with
organising a local engagement event on the
CTA [but don’t let joint working dilute the LPC
response]

• Consider organising a meeting for contractors on
the CTA; this could be organised in partnership
with neighbouring LPCs
– At the event, seek examples of best practice which can
be included in your LPC’s response and can be shared
with PSNC
– Consider inviting a local CCG leader or senior AT
official to speak at the event
– Subject to availability, PSNC is also happy to provide a
speaker for local events

• Identify good examples of pharmacy services that
demonstrate how pharmacy services can help the
NHS provide better, more accessible patient care
• Approach local patient groups, local Healthwatch,
CCGs and other non-pharmacy stakeholders to
highlight the call to action and encourage them to
participate
