Individual-level applications
► Provide
linkage to resources that are better
suited to individual child needs
► Provide information that can facilitate access
to and utilization of services
► Provide referrals to the most clinical and
geographically appropriate providers

System-Level Applications
► Shift
existing community resources to areas
where they are most needed
► Build capacity in underserved areas that is
specific to the needs of the local population
► Assist with CQI by identifying areas where
services are successfully addressing the
needs of children, and targeting others for
improvement

Geomapping for system planning
requires
► Data
on demand for needs and available
resources
► An online tool for visually integrating
demand and supply integration
► An implementation plan that grants access
to providers, case workers, and system
planners/administrators

Measuring need for service: CANS
► Child
and Adolescent Needs and Strengths
(Lyons, 2004)
► Standardized measurement tool that allows
stakeholders to use a common language to
understand child needs
► Puts clinical needs in terms of need for
action, which facilitates the translation to
demand for services

Provider Data: The IDCFS Statewide
Provider Database
► Began
as a pilot in Cook County, as part of a
project funded by the MacArthur Foundation
► Expanded to Statewide by IDCFS
► Currently contains information on:
 over 900 agencies
 Over 1500 programs across the state
 Over 9000 services

Building Links Between Needs and
Services
► Individual
CANS items signal need for specific
services (i.e. substance abuse treatment)
► Clusters of CANS items signal need for sets of
services (i.e. psychiatric services)
► Specific types of problems signal need for
evidence based treatment (i.e. trauma,
aggression)
► Severity and type of problem indicate a
recommended “level of care”

Ways to Use the Statewide Provider
Database
► Search
for needed services
► Use recent CANS as a guide to the closest
providers offering needed services for an
individual child
► Check for a specific type of resource in a
particular area

Provider Database: Automated or
Manual Reports
► Enter
the child’s ID to receive a report with
the child’s CANS elevations and providers
offering the indicated services sorted by
distance from the child’s location
► Enter the child’s ID and a different zipcode
to obtain services based on child’s needs in
another region
► OR select service features manually

Geomapping for Gap Analysis
► Children
and provider locations assigned as points
on the map – addresses converted to X/Y
coordinates
► Incorporates information about
 Location where services are provided
 Geographic catchment area
► Facilitates
spatial analyses
 Nearest neighbor analysis
 Spatial discounting
 Topographical maps

Implementations of Geomapping
within the child welfare system
► Caseworkers
– search for needed services
► CAYIT – residential placement teams
► CQI – linking child outcomes over time with
services provides performance indicators
► Administrative planning – analyze gaps for
contracting

Planned Service Systems Strengthen
Communities
► Shift
existing community resources to areas
where they are most needed
► Build capacity in underserved areas that is
specific to the needs of the local population
► Enable continuous quality improvement by
identifying areas where services are
successfully addressing needs, and targeting
others for improvement
