Planning Process for the Archdiocese of Saint Paul and Minneapolis
PRAYER FOR THE PLANNING PROCESS
God our Creator,
You have given us the Church as a communion of life, love and truth.
You gave us your Son Jesus Christ who desires that all may be one,
as you are one with him.
Your gift of the Holy Spirit gathers people of every race, language and way of life.
Your apostle and our patron Paul calls us to be one body in Christ.
Guide us as we discern your will for the future of this local Church.
Bless us as we attend to the needs of this Archdiocese.
May our deliberations and decisions be marked with
respect, patience and honesty.
We pray that we might shine forth as a people made one
in the unity of you who are Father, Son and Holy Spirit.
Amen.
Mary, Mother of the Church, pray for us.
Saint Paul, pray for us.

• Transparency: more
openness about parish and
Archdiocesan finances;
improved communication

• Collaboration: fostering
cooperation, communication
and a shared commitment
between parishes is
important
• Healthy and unhealthy
competition: realization that
we are competing with one
another, and it’s not always a
good thing

• Improvement of particular practices
• Adoption of certain policies by Archdiocese
• Study groups on particular issues
• Governing boards for certain operations

Mission of the Church
Communio Missio
Local Church = Diocese
• “A diocese is a portion of the
people of God, which is entrusted
to a Bishop to be nurtured by
him, with the cooperation of the
[priests]in such a way that,
remaining close to its pastor and
gathered by him through the
Gospel and the Eucharist in the
Holy Spirit, constitutes a
particular Church. In this Church,
the one, holy, catholic, and
apostolic Church of Christ truly
exists and functions.”
(Canon 369)
• Parish = a certain community of
Christ’s faithful entrusted to the
pastoral care of pastor
designated by the local bishop
(Canon 515)
•
A parish is a smaller portion of the
people of God within the Local
Church that:
–
–
–
–
may or may not have a church building
may have more than one worship site
may be territorial, rite, language, national
may or may not have a resident pastor
that priest is delegated the care of
multiple parishes (as in a cluster)
Possible Changes
Collaboration
Intentional sharing of
personnel, programs,
or resources between
two or more
parishes/schools
Some sites identified
as “mission critical”
will be supported by
all parishes in the
Archdiocese
Cluster
Two or more parishes
that share a pastor;
separate parishes
retain their parish
status and basic
organizational
structure
Merger
Two or more parishes
or Catholic school
communities
combine into one
A church or school
building may be
closed

Brief Pause and Check-in
With one other person at your table:
– Intro: Name, parish/school, role
– One thing that stood out for you in the
presentation
– Question the presentation raised for you (write on
card)
Reality
No changes are predetermined,
but it is clear there will be significant
changes to our parishes and schools
Factors influencing planning
recommendations
• Mission
– individual parish or school within the context of
the good of the whole Archdiocese
• Future orientation
• Demographics
• Economics
Why change is needed
Financial, Economic and Demographic Pressures
Many parishes have been living beyond their
means
• More than 25% of parishes are being monitored by the
Archdiocese due to serious debt and budget issues
• 20% of parish elementary Catholic schools receive subsidies
from the Archdiocese
Why change is needed
Financial, Economic and Demographic Pressures
We are operating with excess capacity
• 217 parishes offer over 620 weekend Masses.
– In parishes across the Archdiocese at weekend
Masses, 32% of churches are less than 1/3 full.
• Currently, Catholic schools have approximately
20% more seats than they have students
Why change is needed
Future orientation: changing make-up of our population
The Archdiocesan population is aging
• From 2005 to 2015 the fastest growing age group within the
Twin Cities is 55 to 69 years of age
Ethnic diversity is growing in the Archdiocese
• The growth in the number of Catholics in the Archdiocese is
fueled almost exclusively by immigration.
• There are now a significant number of Latino people living
within a five minute drive of every parish
Why change is needed
Disparity between the number of parishes and pastors
The number of parishes continues to change
• The Archdiocese currently has 217 parishes, that is 10 fewer
than a decade ago
The number of pastors will decline
• There are currently 182 priests eligible to be pastor, in 10
years that number is projected to be 163
• 25% percent of parishes already in cluster relationship
• It often takes 8-12 years for a man entering seminary to be
educated, trained, ordained and have enough pastoral
experience to be eligible to be assigned as a pastor.
Change and resistance
• Both/and nature: external and internal factors impact
ability to live out the mission of the Church
• Resistance is largely a reaction to potential changes in
relationship with:
– other people
– other parishes or schools
– the Church
• In the midst of pain or anger, acknowledge where the
current relationships are then build toward hope for
greater vitality in new relationships/changes
TRUST
Personal
I trust you
Leadership
I trust those in charge
Mission

has a clear and compelling mission

Take Home Messages
Please share with your parish and school communities
•
•
•
•
•
Local Church = Archdiocese
Ultimate goal of changes =
promoting and proclaiming a
communion of faith, hope, and
love
Catechesis = education in the
faith of the Church
Changes are needed;
significant changes will happen;
announcements about changes
will happen in October
You may not like or agree with
changes on a personal level, but
please try to understand the
need for change
•

•
Changes will help ensure that
the Church is healthy for us now
and for our children and
grandchildren
The Archdiocese will do
everything it can to support
those impacted by change
We all play a role in this time of
rebirth of our local Church, our
response to change will make a
big difference in the outcome
What we learned from dioceses
that went through change:
identify community strengths to
share in new relationships
What you can do now
• Catechize Parishioners
and Catholic School
families
– Key Terms, especially
the Local Church
(Archdiocese) as a
communion of faith,
hope, love
– Basic Frameworks
– Prayer
• Identify strengths of
parish and/or Catholic
school
– What gifts bring into any
relationship
– How specific traditions
have added to the
vitality of the current
parish or school and how
those traditions might
contribute to the future
Dialogue at your table
a) What do you currently use to educate people
in the faith and engage them regarding
important developments in your faith
community?
b) How might you engage the whole parish or
Catholic school community in preparing for
new relationships with other parishes?
c) What kinds of tools and/or support would
help with this?
