End of Course Exams (EoCs)
Purpose of an EoC Exam
• Statewide curriculum alignment
• Determining and measuring teacher and school
leader effectiveness—Educator Effectiveness System
(EES) (6.60.8 NMAC).
– The evaluation system must include measures of student
achievement (50 percent). For group A teachers:
• SBA/PARCC—35%
• PED-approved assessments—15%
• Providing an Alternative Demonstration of
Competency (ADC) in the academic content standards
required for graduation (6.19.7.7 NMAC).

Who can take an EoC?
• EoCs are:
– final exams and should be administered at the end of the
course.
• Students may take an EoC as long as they have
completed a course for which the EoC is intended.
• If a district or charter school has chosen EoCs as a
Student Achievement Measure (STAM) for use in the
Educator Effectiveness System (EES), all eligible
students must take the EoCs that align to their courses.
• High school students may take EoCs in reading, writing,
math, science, and social studies to meet graduation
requirements.

How are EoCs Developed
• Step 1: Identify the construct, domains, and indicators
to be measured – standards based assessment.
• Step 2: Develop a Table of Specifications.
• Step 3: Develop the Assessment
• Step 4: Content/Bias Review
• Step 5: Give the test and submit data.
• Step 6: Data Analysis
• Step 7: Standard Setting
• Step 8: Content Review #2
• Step 9: Re-version and re-administer

ensure that they are teaching the essential
standards that are assessed on the EoCs.

Students may retake high school EoCs in reading, writing, math, science, and social
studies to meet the passing score for graduation.
Other EoCs may not be retested.
A student may NOT take the same test more than once on the same day.
For the EES, the student’s first attempt connects with the teacher of the course.
High School EoC retakes are per course. A student trying to meet graduation
requirements in science may take an EoC in biology twice, then an EoC in
chemistry twice, then an EoC in physics twice, etc.
Students on the career pathway have one additional attempt on all EoCs so that
the initial test can be used to set passing scores.

Online EoC Administration –
Important Information
• Although the paper-pencil administration is
still permissible, we highly recommend
administering EoCs on the online Blackboard
platform this spring.

What to do to administer online…
1.
Complete the Learning Management System (LMS) Participation Request
form at https://www.surveymonkey.com/s/QXL8RG7 by February 15,
2015. This will allow us to generate the Memo of Understanding (MOU)
to use IDEAL-NM Blackboard.
2. Sign and return the MOU that we will send to you based on the LMS
Participation Request you filled out in step 1.
3. Assign a Blackboard Portal Administrator and register that individual to
attend one-day Portal Admin Training on one of the following dates:
• Thursday February 12, 2015 (full)
• Tuesday, February 24, 2015
• Thursday March 12, 2015
• Tuesday April 7, 2015
• Tuesday May 12, 2015
• Thursday June 18, 2015
