entrusting Gosstandart of Russia with
participation in IECEE.

entrusting the Federal Agency on Technical

The concept of the Low Voltage Technical
Regulation is based on the following international
documents:
• New Approach Low Voltage Directive 72/23/EEC
• Low Voltage Directive Guidelines – official publication of the
European Commission
• IECEE Rules and Procedures
(Russia participates in IECEE since 1985:
Decree No 2236-R of the USSR Council of Ministers dated
October 24, 1985; Decree No 526-R of the Government of the
Russian Federation dated April 17, 2006
• Regulatory base – about 300 IEC standards

Mandatory safety requirements for all types of low voltage equipment
1. The low voltage equipment design must rule out electrical shock in
normal operation

19. All moving parts of low voltage equipment which may be a
potential cause of injuries must be located, enclosed and
safeguarded to ensure the required protection of users from possible
injuries
To meet the requirements of this clause one may voluntarily use
national standards from the list published in the organ of the federal
body for technical regulation and in the public information system

Attestation
For attestation purposes hazard ranking of low voltage equipment is
used.
To attribute low voltage equipment to one of hazard groups the
following criteria apply:
- amount of safety requirements to be met to ensure safety of low
voltage equipment;
-number of units of a given type of low voltage equipment put in
operation;
- minimum qualification level of persons allowed to use this low voltage
equipment;
- applicability of other forms of conformity assessment as specified in
the Federal Law on Technical Regulation.
Conformity assessment procedures meeting the criteria valid for
each particular product are based on applicable statistics obtained
during monitoring of mandatory attestation results.
