The low voltage equipment design must rule out electrical shock in normal operation ....................... 19. All moving parts of low voltage equipment which may be a potential cause of injuries must be located, enclosed and safeguarded to ensure the required protection of users from possible injuries To meet the requirements of this clause one may voluntarily use national standards from the list published in the organ of the federal body for technical regulation and in the public information system Correlation between mandatory safety requirements included in the Low Voltage Technical Regulation and national standards as an evidentiary base for attestation Technical regulations 19 clauses containing requirements National standards 390 (harmonization level – 75% Embedded (reference) standards over 2000 CB Certificate recognition arrangement applicant NCB GOST Re GOST R Certificate Recognition agreement CB1 GOST R CB2 Certificate applicant GOST R Certificate applicant GOST R CBn Certificate applicant Providing services to exporters of electrical equipment CB, СЕ applicant NCB GOST Re Certificates GS, CCA, ENEC, OVAG, Keymark etc. UL International Demko A/S, Denmark LCIE, France IMQ S.p.a, Italy Intertek Semko AB, Sweden Underwriters Laboratories Inc., USA Providing CE marking services CE client Scopes of LVD and EMC Directives No IECEE CB Scheme Yes No Exhaustive requirements No Is testing in Russia possible? Declaration of conformity EC Guidelines to Directive 73/23/ЕЕС. published by EC in July 1997 Declaration IECEE Article 25. Mandatory certification Certification APPLICANT Attestation For attestation purposes hazard ranking of low voltage equipment is used. To attribute low voltage equipment to one of hazard groups the following criteria apply: - amount of safety requirements to be met to ensure safety of low voltage equipment; -number of units of a given type of low voltage equipment put in operation; - minimum qualification level of persons allowed to use this low voltage equipment; - applicability of other forms of conformity assessment as specified in the Federal Law on Technical Regulation. Conformity assessment procedures meeting the criteria valid for each particular product are based on applicable statistics obtained during monitoring of mandatory attestation results.
