Criticality of Spectrum
• Control of the spectrum is a strategic
capability; necessary for every conflict in the
foreseeable future.
• Adversaries will exploit our gaps in spectrum
and EW operations, technology, and training.
• EW proponency across DoD is distributed
through multiple organizations across the
services.
• A healthy and joint EW capability is vital to U.S.
warfighters. It always has and will continue to
save lives.

– EW will be aligned under 1-star “Cyber, Sensors
and EW” lead
• Fleet Cyber Command (FLTCYBERCOM) /
Commander Tenth Fleet (C10F)
– FLTCYBERCOM to be Navy component to
USCYBERCOM
– Focus on operations
• Navy Cyber Forces Command (NAVCYBERFOR)
– Type Commander; responsible for Man, Train and
Equip
