What is a European Standard ?

 It is a document:       

voluntary

in application but obligatory implementation of the Standard by the CEN/Members established by all interested parties reflects consensus approved by a recognized body (i.e. CEN) meant for common and repeated use Considered as “state of the art” Source: CEN/CENELEC Internal rules part 2  A standard can be called up by technical regulations, making it binding in a Member State.

What is a Mandated Standard ?

 A mandate:  is a political request of the European Commission to CEN to develop standards.

Revision of European Standards ?

TSE and CEN ?

 As an Affiliate, TSE

must

(amongst others):    Implement ENs as national standards in its own language or in one of the official CEN languages and to withdraw conflicting national standards,

wherever possible.

Commit to comply with the rules set by the Statutes of CEN, Implements standstill on national work in accordance with the procedure for the provision of information in the field of standards, as given in Directive 98/34  2005 CEN – all rights reserved 11  2005 CEN – all rights reserved 26/04/2020

Standards for Alternative fuels e.g. Biodiesel

Standards for Alternative fuels

 CEN is developing standards for:    Solid Biofuels (cfr. wood pulp, etc.) Solid recovered fuels (cfr. demolition wood, municipal waste, etc.) Feasibility study hydrogen and fuels cells, to be started up   Biodiesel Bio-ethanol  2005 CEN – all rights reserved 14  2005 CEN – all rights reserved 26/04/2020

Biodiesel (1)

 Initiated following Commission Mandate M/245 of 1997.

 Mandate asks to establish requirements for FAME mainly used as:    Sole fuel for diesel engines Additive/extender to EN 590 diesel fuel Sole or as extender to oil for production of heat  Executed by a Task Force in CEN/TC 19

‘Gaseous and liquid fuels, lubricants and related products of petroleum, synthetic and biological origin’.

Biodiesel (2)

 EN 14214:2003

“Automotive fuels - Fatty acid methyl esters (FAME) for diesel engines Requirements and test methods”

 EN 14213:2003

“Heating fuels - Fatty acid methyl esters (FAME) Requirements and test methods”

Note: Both EN’s were developed in consensus by the experts of the Automotive industry, Biodiesel manufactures, Additive industry, oil companies, etc.

Biodiesel (3)

 EN 14214: 2003  Specifies requirements for use as pure diesel or as a blend – max 5% with EN 590 (Fossil fuel diesel standard)  Some parameters:     Iodine max 120 (test method EN 14111) Oxidation stability, 110 ° C min 6 hours (test method EN 14112) Cetane etc min 51 (test method EN ISO 5165)  2005 CEN – all rights reserved 17  2005 CEN – all rights reserved 26/04/2020

Legal Environment for Biodiesel

Legal framework

 Directive 98/70/EC relating to

the quality of petrol and diesel fuels

, complemented by Directive 2003/17/EC Note: currently under revision at Commission level. An initial trend seems to be to go for a 10% blending of biodiesel with fossil diesel  Directive 2003/30/EC on

the use of biofuels or other renewable fuels for transport

The future of EN 14214:2003 ?

 EN 14214 to be reviewed, at latest before 2008  Revision dependant on:      outcome revision of qty of petroleum and diesel fuels (2003/17/EC) political decisions on use of alternative fuels (2003/30/EC) technological progress of car engine and injection pump industry Outcome research activities (e.g. BIOSTAB) and on test methods Etc.

 Decision on review taken by CEN/TC 19.

Recommendations

 Prepare for the forthcoming review of EN 14214  Participate in the revision of EN 14214  Contact (lobby) other stakeholders in the process (automotive industry and federation, biodiesel industry and federation, oil industry, etc)  2005 CEN – all rights reserved 22  2005 CEN – all rights reserved 26/04/2020
