• OPIC loan is in dollars – can create significant
currency risk
• Needs adequate legal framework for mortgage
lending and collateral enforcement
• Strong bank experience with underwriting and
servicing mortgages is necessary
• Cash is the only equity that works
• Will incur significant legal costs
