Romania’s approach to NSRF 2007-2013
• NDP 2007-2013 drawn up so as to facilitate smooth and
swift adaptation into the NSRF, when needed
• NDP developed hand in hand with the OPs
• Reasons for pragmatic approach:
- Multitude of documents needed to be prepared (NDP,
NSRF, OPs)
- Tight deadline to finalise these documents (December
2005, according to the internal timetable)
- Structural and Cohesion Funds – expected to be the
main driver of the development policy for 2007-2013
- Achieving coherence in programming

NSRF structure
• Similar to the NDP/CSF, according to the latest draft of the
General Regulation:
 Situation analysis
 Strategy, with thematic/territorial priorities
 List of OPs
 Indicative financial allocation (including EARDF and EFF)
 Additional information: actions for administrative efficiency,
ex-ante verification of additionality, co-ordination with the EU
cohesion policy
 Brief description of institutional arrangements
• All these sections are foreseen in the NDP structure

NDP vs. NSRF
•
NDP 2007-2013 is concentrated on the means and areas
of intervention specific to the new Cohesion Policy
•
Romanian approach: NSRF would be derived from the
relevant sections of the NDP (analysis, strategy,
financial allocation, implementation)
•
Major differences:
-
NDP priorities will be financed not only from the
S&CF, but also from other EU funds (EARDF, EFF),
indigenous public sources and external loans
-
No rural development and fisheries priority per se in
NSRF – only complementarity mechanisms

All three priority themes in the Cohesion CSG
are highly relevant for Romania’s future
development

However, the balance between these themes in
NSRF must take into account the specific stage
of development and the needs of RO as a new
MS, confronted with significant external and
internal disparities – flexible EC approach

Spatial development
• NSRF will interface with the long-term National
Strategic Concept of Spatial Development
• Specific objectives:
- Connection to the European and inter-continental
network of spatial development poles and corridors
- Balanced development of the urban localities network
- Enhancing urban – rural space solidarity
- Putting to the best use the natural and cultural
patrimony

Partnership
• Given the strong relation between NDP and NSRF,
the partnership consultation held so far for NDP
covers the entire scope of NSRF

address, CSF MA helpdesk)
- Regional and local level (RDP Commitees and WGs,
public debates, information campaigns)
