E-Citations

Electronic systems provide a quantifiable financial benefit by: 1) removing clerical data entry requirements, 2) improving officer and Clerk of Court efficiency, and 3) increasing revenue by producing more accurate and enforceable citations.

Grant Efforts

E-Citation Workgroups (Tallahassee, Orlando, Ft. Lauderdale) along with 12 regional law enforcement presentations

Law Enforcement, Clerks of Court and Vendor Surveys

FACC Structure Testing – E-Citation Vendors are submitting test files through a web based structure testing to ensure the file format is acceptable for transmitting to the Clerk.

Currently accepting applications for funding computer laptops to increase electronic submission of citations and crash reports.

E-Citation Overview

46% of dispositions received are as a result of E Citations

216 law enforcement agencies submit citation data electronically

45 Clerks of Court currently receive E-Citation files from Law Enforcement Agencies

16 vendors provide E-citation software

Paperless E-Citation

As of September 1, 2010, the driver’s signature is no longer required on the Uniform Traffic Citation unless the offense requires a mandatory hearing.

Currently, 7 local Clerks of Court are processing paperless electronic citation files (Alachua, Marion, Miami Dade, Palm Beach, St. John, Leon and Manatee)

Judges Accepting E-Citations

Judges would like to have a replica (or electronic image)

FHP now uses the “Officer certify” check box in the FHP electronic citation system and transmits this data to the Clerk of Court.

Older UTC versions with revision date 02/05 or later will continue to be valid

The Department has a new inventory system with a new numbering sequence.

The new sequence will remain a 7 character number.

Characters 1-6 are a collection of alpha numeric characters generated by a base 36 conversion.

The seventh character will be either ‘P’ for paper or ‘E’ for electronic.

Electronic numbers will be delivered to vendors/law enforcement agencies in an excel spreadsheet in an effort to reduce duplication errors
