social services throughout the Land.

...introduced a system with InStar which has binding rules for the procedure at the
interface between prison and liberty (and thereby significantly reduces
interruptions).

...initiated mutual internships and joint advanced training measures for probation
officers and prison staff (thereby fostering the common understanding as an
overall institution).

...redesigned treatment and educational measures so that they may be used in
both parts of the system (and are thus more effective).

...involved more private responsible agencies and volunteers (thus imposing more
responsibility upon the community).
