Signal Center of Excellence Mission and Vision Mission The United States Army Signal Center of Excellence trains, educates, and develops highly skilled Signal Soldiers and Leaders; and designs, develops and integrates capabilities, concepts, and doctrine in order to build a versatile Signal/Cyber Professional to enable the Army of the 21 st Century. Vision A Center of Excellence that provides ready and relevant doctrine, organizations, LandWarNet capabilities, education, and leaders of character for the Army’s future challenges in support of Unified Land Operations.
