General Information
The 2014 Multifamily Funding Application includes an Online
Application that is Mandatory. The Online Application will be
posted on AHFA’s website at www.ahfa.com. All applicants must
electronically submit the 2014 Online Application to AHFA. Prior
to submitting the Online Application, applicants should review
the data for accuracy, print each page of the Online Application
for submission to AHFA and maintain a copy for your records.
Once the Online Application is submitted through the electronic
system, the application will be locked and no further changes or
corrections will be allowed. The electronic submission must be
made before a hard copy of the Online Application with the
AHFA-provided and third-party forms are delivered to AHFA’s
offices.
Contact AHFA for your Organization Code if you intend to apply
but have not received an Organization Code via encrypted email.

General Information
This year’s two-step application process is a necessary step toward
developing a paperless application process, and we appreciate
everyone’s patience and cooperation as we work to improve our
process. Please continue to monitor your email and our website at
www.ahfa.com for additional news and updates.
Applicants should maintain supporting documentation used in
completing the application for future reference. If it becomes
necessary, AHFA will post updates, changes, or technical corrections to
www.ahfa.com during the application cycle.

TABS – General
•
Complete Tabs in order
The information you provide will pre-populate in other areas of the
application.
•
SAVE your information Early and Often (even on the same page if you need to
leave the screen for a moment or leave the screen to access a link on that
page).
•
When presented an opportunity to ADD, UPDATE, SET and also an opportunity
to SAVE…DO BOTH. Saving before adding, updating, or setting will generate an
error message or will not hold the data.
•
When filling a number field, be mindful of your cursor location relative to the
decimal or field. Generally, it is better to fill from the far right.
•
For DMS purposes
 User: The person in the organization receiving DMS notifications for the
Organization (may also be the contact).
 Contact: Can be any employee affiliated with an entity. Not necessarily a
user.

User Registration
Registration with a User Code:
1. Enter User Code and Save.
2. Verify the pre-populated information for accuracy.
3. Contact AHFA [email protected] with any necessary changes.
4. Request all necessary access to complete your roll (i.e., online access,
manage organizations). Later requests for access changes may result in
data loss.

Note: Any reference to the words “state, agency, authority, HFA” in the screen
shots and/or online application should be interpreted as AHFA.

Profile
• My Organization:
 See Affiliated Organization Registration User Guide
 At “Organization Roles” drop down select Role of Organization
(team member) click <ADD>
 Continue adding organizations and Ownership Entities
 The above will populate in the Affiliated Organizations tab.
 Each Affiliated Organization and To Be Formed Entity will have its
own profile (see Ownership Tab).
 The organization designates its own Organization Administrator.
• Partnerships:
 See How to Create Partnerships User Guide
 At “New Partnership” section, from Drop Down box, select
Ownership Entity Name, Partnership Role, and type in Ownership
percentage.
 Click <Add New Partnership> and <Save>
 Continue adding each partnership.

General Project Information
•
To use the Senate, House, and Congressional District Lookup Links, select the
appropriate option while holding CTRL to open tab in a new window.
Otherwise, your browser will redirect you to the selected site and your
application information will be lost (if you haven’t saved).
•
Make sure to elect the correct type of development activities planned (this
selection will impact your Pro Forma and Subsidy Tabs later in the process).
•
Syndication costs must be supported in the syndication/partnership agreement
of an approved project. A letter of intent may be included with the application
to show pricing above AHFA’s underwriting criteria.
•
If you develop an application you do no wish to keep, there is no option to
delete it. Please name it something you will clearly recognize as the undesired
application.

Applicant/Developer
• For purposes of completing the online application, the applicant is
referred to as the developer.
• General Partner(s)/Member(s) Section (bottom of page), Click <Add>
to add key principal(s) name from Drop Down box. Also add years of
experience.

Owner
•
For New Organization
 If Contact or Authorized Signatory (in drop down box) is not shown,
then leave as <Select A Contact>.
 If non-affiliated parties are not in the New Organization, then leave
the % of ownership field blank.
 Once a New Organization is SAVED, then refer To Be Formed Entities
User Guide for instructions.
•
As you set-up and save partnership structures, you must return to
<CHANGE ORGANIZATION>, select “Applicant/Developer” and return to
Programs Listing to access your application.
•
Non-profit entity created from owner page will not populate in the
dropdown. Create non-profit and then affiliate it to the applicant (like
development team members).
•
Ownership percentage will not accept a number with a decimal point.
NOTE: Use the AHFA Ownership Entity Forms as a guide to assist you in
loading the ownership structure (down to the individual) into Partnerships
under the Organization heading.

Project Contacts
• “Developer” is not listed as an option for project contacts.
• If applicable, provide Developer information on AHFA Application
Forms (i.e., Previous Participation, Relevant Experience).
• If you experience trouble with the development team members
not populating, affiliate your organization with the application.
• Development team members must correctly identify their role(s)
when they Register. Otherwise, the desired role will not populate
the dropdown for selection in the application.

Site Information
• We are aware that information filled, added, and saved is not
saving. Please complete the fields on this page and “print
screen”. You will need this print out as supporting documentation
for that information which does not save.

Utility Allowance
• Numbers placed in the fields DO NOT save. Please Print Screen
before saving and submit.

Subsidies
• FOR EVERYONE: The answer to the first question on this page is
<YES>. All other questions please answer as applicable.

Pro Forma
• Pulls information from Unit Summary, Subsidies, and
Miscellaneous Income.
• Provide a 20-year projection of cash flow using the following
assumptions: 2% annual increase in income, 3% annual increase in
expenses.
• The vacancy allowance is automatically calculated using the
following criteria: If the project will receive any rental subsidy
assistance, the vacancy allowance/collection loss will be
calculated at 5%. If the project will not receive any rental subsidy
assistance, the vacancy allowance/collection loss will be
calculated at 7%. If the selection is left blank, the vacancy
allowance/collection loss will be calculated at 100%.
• We are aware that the Replacement Reserve in the Pro Forma is
trending at 3%. This is an error in the system. Jeff Little will
correct this in the application review process.

Funding Sources
• To access the additional sources of funds, such as Historic Credits,
construction financing, State HOME funds and non-state permanent
financing, the applicant must select “yes” to the first question, “Are
you requesting LIHTC?”
• Maximum Allowable Tax Credits does not apply to Alabama.

Buildings
• The Unit Types will NOT calculate. This is turned off in the system.
This information is captured at other points in your application.

Contractor Costs – New Construction
• The Accessory Building line item does not carry over. Please
distribute those costs throughout.

Total Development Costs
• Replacement Reserve (at the bottom of the page) does not hold the
number when saved. Add the replacement reserve under
miscellaneous costs.

Validation and Submission
Check validation for necessary corrections before submitting the
online application.

Print Receipt
• Print one copy for your records.
• Print one copy for AHFA.
