Fact Finding Methods
 Reviewed engineering studies, conducted site visits,

received staff reports.
Held public meetings in both Fort Pierre and Pierre.
Received public comments via e-mail, direct mail,
personal visits and a community survey.
Met with private developers.
Survey of citizens by USD’s Gov. Research Bureau.
* 927 households in Fort Pierre with a 44% return.
* 1826 households in Pierre with a 42% return.

Recommendations
Three Year Plan Approach
 2009 – Continue to operate the current outdoor pools
in Fort Pierre and Pierre as long as it is safe and
financially reasonable to do so.
 Request funds from the 09 contingency budget for
assistance in developing a site plan for a new
pool/waterpark to be located in Steamboat Park.
 Features of the new pool/waterpark should
compliment existing and future private recreation
venues.

Year 2010
 Continue to operate the current outdoor pools as long
as it is safe and financially reasonable to do so.
 Funds should be appropriated in the 2010 budget to
assist Fort Pierre and Pierre with preparing detailed
pool/waterpark model(s) to determine community
reaction/acceptance to the model(s).
 Review/finalize financing and management agreement
for one shared facility.

 Funds should be appropriated in the Fort Pierre and
Pierre 2011 budgets for construction of a new
pool/waterpark in 2011.
