Service Rules of GPTA
•
The GPTA shall be deployed by the Collector of the concerned District on contract basis to be renewed
annually.
•
The GPTA shall employ himself/herself efficientlyand diligently and to the best of his/her ability
•
He/she shall be paid Rs. 5000/- PM as consolidated remuneration.
•
He/She shall not claim the service benefits as admissible to the state Government employee
•
He/She shall not be eligible to get any other allowances and shall not claim any other dues except the
remunerations as above .
•
He/She shall handle hardware/ software and other equipments registers and documents in a
transparent manners and make over the charge of the same to the authorized person after
termination/relief from the present engagement
•
The GPTA shall be eligible to Exigency of public service for casual leave of 12 days during a calendar
year, but such leave shall be subject to the prior permission from the Collector or duly authorized by
him in writing.
•
The GPTA shall not be entitled for any other kind of authorized absence beyond authorized leave. If
he/she remains absent with permission and he/she does not leave at his/her credit, or he/sheremains
on leave without permission proportionate amount from his/her consolidated remuneration shall be
deducted.
•
The Female GPTA shall be eligible for90 days Maternity Leave as per the Government rules.
Introduction to different schemes

MGNREGS To provide 100 days of guaranteed engagement to house-holds registered for unskilled
manual labour, following 10-permissble categories of works are taken up from approved
action plan & labour budget as per operational Guidelines of MGNREGS (vide
www.nrega.nic.in).
As per Schedule I of the Act, the focus of the
Rural Employment Guarantee Scheme (REGS) shall be on the following works:
(i) water conservation and water harvesting;
(ii) drought proofing, including afforestation and tree plantation;
(iii) irrigation canals, including micro and minor irrigation works;
(iv) provision of irrigation facility to land owned by households belonging to the
SC/ST, or to land of the beneficiaries of land reforms, or to land of the beneficiaries
under the Indira Awas Yojana;
(v) renovation of traditional water bodies, including de-silting of tanks;
(vi) land development;
(vii) flood-control and protection works, including drainage in waterlogged areas;
(viii) rural connectivity to provide all-weather access. The construction of roads may
include culverts where necessary, and within the village area may be taken up
along with drains;
(ix) any other work that may be notified by the Central Government in consultation

Under this scheme a prospective plan for coming 5 years have
been prepared for each GP according to their entitlement as per
population of GP category-wise (ST/SC/Others).

This scheme has been launched in 2009-10 by the State govt for
supplementing otherschemes for construction of CC road in
habitation of PVTG/ST/SC/Others, in order of priority basinf on
their population.

6 BRGF The Backward Regions Grant Fund is designed to redress regional

imbalances in development. The fund will provide financial resources for

supplementing and converging existing developmental inflows into 250
identified districts, so as to:
1. Bridge critical gaps in local infrastructure and other development requirements
that are not being adequately met through existing inflows.
2.
Strengthen, to this end Panchayat and Municipality level governance with more
appropriate capacity building, to facilitate participatory planning, decision
making, implementation and monitoring, to reflect local felt needs,

Provide professional support to local bodies for planning, implementation and
monitoring their plans
Improve the performance and delivery of critical functions assigned to Panchayats,
and counter possible efficiency and equity losses on account of inadequate local
capacity.
Integrated development will commence with each district undertaking a diagnostic
study of its backwardness by enlisting professional planning support. This will be
followed by preparing a well-conceived participatory district development
perspective plan to address this backwardness during 2006-07 and the period of
the Eleventh Five-Year. The Panchayats at the village, intermediate and district
level, referred to in Part IX of the Constitution, will undertake planning and
implementation of the programme, in keeping with the letter and spirit of Article 243
G, while the Municipalities referred to in Part IX A will similarly plan and implement
the programme in urban areas in conformity with the letter and spirit of Article 243
W, read with Article 243 ZD of the Constitution.
