Companies spend on average under 1% of wage bill on off-the-job training
– world class regions spend 4%.

70% companies are both recruiting and shedding jobs BUT 60% of those
recruiting cannot find people.

Around 75% of companies now accept that they must increase investment
in training BUT less that 30% are doing enough.

Potential to lose manufacturing capacity because of lack of trained
engineers

AMM/EMM Skills Broker Programme
Aim: To ensure that the skills required for sustainable
growth and development of the engineering,
manufacturing and metals sector of South Yorkshire are
available.
Scope: Advanced Manufacturing and Metals (AMM) and
Engineering, Materials and Manufacturing (EMM)
sectors.
Skills Broker Programme

EEF Sheffield contracted as Skills Broker for Engineering in SY*

Identifying and representing needs of employers and working with
supply side (providers and funders) to increase levels of training

Assisting individual employers to
- identify training needs
- source training required
- source funding assistance
* EEF Sheffield members outside SY can access similar services via the EEF
Sheffield Projects team
Skills Broker Programme Aims

Stimulate and create a comprehensive programme of
high level education and training owned by employers.

Build on existing development programmes by
increasing demand.

Develop new and innovative skills development provision
to support life long learning and career planning in the
sector.
Skills Broker Programme - Objectives

Engage more employers.

Increase the number of individuals participating in
programmes of more than one year and leading to
qualifications.

Increase numbers entering the sector.

Develop and maintain a comprehensive information
source.
Impact Measures by 2007

A minimum of 1500 people commencing programmes
leading to qualifications plus longer term training /
development plans of more than one year.

75% of AEM/AMM companies (out of 600) to be
undertaking such training

An additional 150 apprentices starting each year (around
350 in total)

100 companies and their managers to be involved in
sponsored programmes with schools

Fully funded team of ‘Skills Broker’ to assist and advise companies.
Portal development – www.ea-sy.org.uk

Single site with links to all appropriate websites.

‘Matrix’ of local provision – who provides what, where, how, etc.
HE / CPD - development of new Foundation Degrees in materials
and manufacturing, development of Engineering Doctorate
programmes.
Manufacturing CoVE – link employers, develop innovative training
solutions

 ‘Hot Metal, Cool future’ careers event – 1st & 2nd November.
 SY Engineering Scholarships

50 scholarship grants for FE students studying eng./man./metal
related subjects.

100% grant to improve the skills within
the workplace (NVQ level 2)

Invest in skills
40% intervention to stimulate
workforce development within the
workplace (NVQ level 3 and above
including some HE)

The funding is administrated by A4E as the agent for the LSC


Apprenticeships
The funding for the apprenticeship
framework is 100% for training, registration
and technical certificate element only
The wages and all additional training costs will be the responsibility of
employer
Funded by the LSC through work based training providers

The fund will help with Recruitment, Wage
Subsidy and Staff Training
Funded by the LSC and RDA through Thomas Rotherham college
South Yorkshire Engineering Scholarship
What
50 young engineering Scholars in FE colleges throughout
South Yorkshire will be financially rewarded over two years
Why
To increase the potential intake of good quality young people
into the engineering / manufacturing sector at technician level
Where
Doncaster College is the lead contractor working with the
CoVE partners and all the South Yorkshire Colleges
How
Scholars will be selected by a process that includes aptitude
and dexterity testing
All scholars will be working with Employers. We need
employers support.
When
The process of selection is in progress.
The first cohort of scholars have attended a training and
induction day on the 24/10/05 at The Source, Meadowhall
