WHITE PAPER FOR POST-SCHOOL EDUCATION AND TRAINING On 16 January 2014 , the Minister DHET launched the above white paper: • FET Colleges now become TVET Colleges; • There will be an establishment of Community Colleges; • Concerted effort on disable students ; • National Skills Authority role to change into monitoring of the SETA’s performance; • SETAs and NSF to support public Institutions in skills development; • Certain functions of SETAs will be collapsed together, e.g. Skills Planning and SCM • Significant restructuring and clustering of SETAs after 2016 will occur informed by this White Paper . OECD REVIEW / WHITE PAPER 1. Simplifying vocational pathways 2. Partnerships between vocational training and the economy 3. Reforming funding arrangements Articulation, esp. to Univ 3 Sub-frames of the NQF – General, Higher & Trades/Occ Centralised Skills Planning SETAs support WIL Capacity of Public Educ to meet skills needs Simplified Mandatory Grant system Expensive to administer Centralisation of Skills levy 4.
