UN Global Compact: what and why?
Signatories to Global Compact express commitment to:

How to join the GC: companies can join the GC by
1) Letter of Commitment to the UN Secretary General expressing their
commitment and signed by the CEO
2) Fill online application giving basic information about the company
and uploading the letter of commitment

UN GC at national level: launching a Local Network
 Launching a GC Local Network in Iraq is an important first
milestone in promoting CSR and UNGC principles and defining
such role for private sector on the ground.
There are no mandatory requirements but to ensure results it is
recommended to:
• Commitment to improve responsible business in the country (by
government, business, NGOs, development agencies)
• Number of companies committed to UN GC principles (members or
expressed intention to sign)
• ‘Champion organisations’ (preferably business) interested in setting a
local structure for implementing CSR
• Involve business associations and chambers of commerce
• Involve civil society, media and academia
• Examine other Local Networks in the region
Situation in Iraq: grounds for an Iraq GC Local Network
•
Activities conducted by UNDP-PSDPI to introduce CSR principles to Iraqi
government and private sector; preliminary meetings with public authorities at
federal and governorate level to seek official endorsement (2009-2011)
•
Nomination of two Iraqi focal points in COMSEC as members of Iraq UNGC
Secretariat supported by UNDP and in charge of UN GC launch (April 2011)
•
Meetings with Iraqi business community in the country and region to identify
‘champions’, to promote the principles and encourage membership
•
Multinational companies (MNC) operating in Iraq, and already signatories of
UNGC worldwide, looking into opportunities for applying their CSR strategies
to maximize development impact of their investments in Iraq
•
COMSEC and UNDP joint commitment, together with business champions to
launch the Iraq Local Network on 15 October 2011 in Baghdad
Requirements and next steps for the Iraq GC Local Network
•
TODAY: 31 members signed to UN GC in Iraq, including 19 SMEs, 4 business
associations, 8 NGOs (different locations over Iraq)

Iraq Local Network Representative nominated by consensus to sign the
Memorandum of Understanding (MOU) with the GC HQ Office , on behalf of
all Iraqi members . This MOU provides for formal establishment of the Iraq LN,
expressing commitment of its members to:
Collectively adhere and implement the UNGC 10 principles
Hold at least one activity annually with all the members for organizational purposes
and one activity annually on substantial issues
Support efforts by participants to develop a Communication on Progress
Protect the integrity of the Global Compact initiative and develop capacity to find
solutions to dilemma situations involving participants in the network
Produce an annual activities report
Nominate a Representative, as authorized to act on behalf of the Local Network
and in the management of the Network logo
Identify a person to liaise with the Global Compact Office on issues related to the
running of a GCLN

Requirements and next steps for the Iraq GC Local Network
Governance structure:
 The GC LN Representative and the Secretariat (COMSEC + UNDP
Focal points) are in charge of representing the members, maintaining the
relations and communications with external actors in the government and
international community
 However it is recommended to set a Steering Committee of the LN,
with composition and mandate to be defined by all the members of the
Iraq LN
(Suggestion: to nominate it by members within 2 months from the launch)
Activities, timeframe, and next steps: the Action Plan of Iraq LN
 An action plan setting the priorities, goals and partnerships to be
developed by the Iraq LN shall be agreed with the members:
The LN representative and Secretariat to present during the launch, discuss
with participants, consider suggestions and re-circulate to all as formal
document of the Iraq LN, to receive agreement and support by the
government, UN and other potential partners

Funding mechanism
 Membership annual Fee (differentiate according to size and type)
 Offers to host meetings or provide services (ex: design a website,
translate material, print documents, etc...)
 Opportunities for support to the Iraq GC LN by international
organisations, donors and multinational companies (to the Secretariat
through UNDP)
 Others (to discuss)
 Involvement of government: even if not required, it can provide a
strong support to the Local Network through endorsement, advocacy
activities, promotion of policies in support of CSR, presence at launch
event
 Role of UN: offer assistance in the launching and the set
up/establishment phase (providing secretariat and focal point expert for
the network) with the aim to hand it over to a local corporate
organisation
Iraq LN - Draft Action Plan October 2011/2012
Highlights:
1. Define Iraq LN Governance Structure
2. Establish a mechanism of dialogue & partnership with government and other
partners
[GoI to nominate a representative for each of the 4 UNGC area to participate in the
Local network activities as member]
1. Identify and agree on priority areas for Iraq [One or more of the 4 areas, as well as
others such Business & peace, Supply chain sustainability; etc…]
2. Promoting the UNGC among other Iraqi companies and public/CS organizations
3. Learning platform for implementation of UNGC principles after the signature
[Training on implementation, reporting, …]
4. Communication mechanisms [ex: website, newsletters, etc…]
5. Developing best practices into a publication
6. Annual Reporting (to be presented in the next annual meeting in October 2012)
