Reforms in 14-19 Learning
Autumn 2007
By 2013 it is expected that every
young person in a school or college
will be entitled to pursue any one of
the new Diploma courses at an
appropriate level for them, wherever
they are in the country.
Where are we now? Why Change?

Too much disengagement from Year 9 onwards
Variation in attainment across country
Curriculum is not relevant to the 21st century
Young people do not stay on post 16 and
therefore do not reach their full potential
• Employers perspective - young people leave
school without the skills needed for the world
of work – not able to problem solve
• Need a 14-19 education system that meets
individual student choices/needs and that
encourages them to continue in learning –

• Placing greater focus on basics of English,

• Introduction of Functional skills in English,
Maths, ICT*
• 14-16 re-engagement programme

• New Diploma in 14 vocational lines at 3 levels
followed by 3 Academic Diplomas in Science,
Humanities and Languages
• Framework of personal, thinking and learning
skills developed
* Entitlement to study English, Maths, ICT to age 19 until
at least Level 2 achieved
New Entitlement from 2013
Every young person will study:
• Core subjects – English, Maths, Science
• Foundation subjects: ICT, PE, Citizenship
• Work related learning and enterprise
• Religious education
• Sex, drugs, alcohol and tobacco education
and careers education
New Entitlement from 2013
They will also be able to study:
• one specialised diploma from a choice of 17*
• A minimum of one course in each of the
following (with opportunity to follow all):
- the Arts
- Design and Technology
- the humanities
- modern foreign languages
* Schools will need to work in partnership with
colleges and work based learning providers to
ensure this is possible.

Attainment
To attain a specialised Diploma, a young person
will have to achieve in three areas:
• ‘Generic learning’ – Functional Skills, Project,
Personal Learning & Thinking Skills
• ‘Principal learning’ – students develop
knowledge, understanding, skills and attitudes
relevant to a sector(s), 50% of which should
focus on developing practical skills delivered in
a work related learning environment
• ‘Additional or specialist learning’ allowing
young people to choose from a range of
traditional/vocational/work related options
Functional Skills
What are they?
• The core elements of English, Mathematics and ICT
that enable young people/adults to operate confidently,
effectively and independently
English:
• Read and understand information/instructions and use
this to act appropriately eg in solving problems.
Maths:
• Develop analytical/reasoning skills to draw conclusions,
justify how they are reached, identify errors or
inconsistencies, validate and interpret results, etc
ICT:
• Use ICT systems and tools confidently/safely.

The Project
Learners choose an area of research and will then
manage, develop, realise and review their Project
Level 1 and 2 Projects consist of 60 glh
Level 3 Extended Project consists of 120 glh
The specification is based on 4 criteria:
• Select, plan and carry out project/task
• Use resources to achieve agreed objectives
• Develop and realise using range of skills
• Review and evaluate outcomes

What are Diplomas worth
Level 1 - Foundation
• Equates to about 5 GCSEs grades D-G
Level 2 - Higher
• Equates to about 7 GCSEs grades A*-C
Level 3 - Advanced
• Equates to about 3 A levels
Note: The Government has yet to announce exact
weighting of Diplomas against other
