Used WarnMe for exercise messages
Barbara Brady: “Things are going well, but they
sure are throwing a lot at us, as you know if you
are keeping up with the web site
(ooa.ucdavis.edu/emi). As Davis/Woodland/West
Sac/Yolo Mayor ‘Cy Wheeler’ (aka John Meyer)
said at the end of his press conference yesterday,
‘Welcome to Hell!’“

FEMA/EMI debrief
•
Do we really need more ICS/NIMS/SEMS training?
•
How great the CISD presentation was:
http://www.drjeffmitchell.com/
•
Using the EOC more often
“ …having a ‘command team’ who could staff the EOC
during significant planned events and monitor it in the
event of incident escalation – an ‘event threshold’”

FEMA/EMI debrief
Plans Section Chief (Frank Wada)
• I felt a little out of the water the first exercise day, but over
the course of the event, got a better sense of how
Planning could be organized for our campus EOC
• There were great resources from West Sac, Davis, and
Woodland that really helped me and the team along.
• Shawn Cullen provided some excellent documentation about
how to develop an IAP … we were only the 3rd group that
developed an IAP during an EMI exercise … I can't take credit
for the IAP as it was the work of Stacey Winton from City of
Davis with tremendous support from Bonnie

FEMA/EMI debrief
UCDMC (Glynis Foulk)
• Finance issues (FEMA reimbursement) – time to
try to reschedule a Finance class?
• HR issues during an emergency – specifically labor
relations
• Damage assessment teams – do we have them?
• Media issues: keeping web sites up to date

FEMA/EMI debrief
Diana Cox
– The first 10 minutes of opening the EOC, sit down and get
organized because the entire response is dictated by those
first few minutes
– It is important to remain flexible within an EOC-Don’t wait for
info to come to you, get up an d move to where you can obtain
it, and/or find a system to get what you need to know.
– Practice makes perfect, although nothing will ever be perfect
because there are so many variables factored in- The best you
can do is make the best decisions with the information you
have and be able to explain why you chose to do something.
