About ECU • ECU’s origins go back to 1902. • ECU has: – Over 20,000 students – Over 1,500 staff – Two metropolitan campuses - Joondalup and Mount Lawley – A regional campus in the South West (Bunbury) – Teaching programs for overseas countries About ECU Continued • More that 330 courses are offered by four Faculties namely: – Business and Law – Computing, Health and Science – Education and Arts – Regional Professional Studies • Numerous other tenants occupy ECU’s owned buildings ECU’s Responsibilities • Select appropriately qualified contractors • Provide a safe and secure working environment • Comply with all relevant and current legislation • Manage and control work activities • Assess contractor performance ECU’s Responsibilities • Select appropriately qualified contractors – Only contractors who have completed the Contractor’s Induction and who have provided appropriate insurance certificates will be considered for engagement • Contractors Policy – Only contractors qualified to conduct the Works (e.g. have the appropriate certification and experience) will be considered for engagement • • Purchasing Policy Preferred Supplier Policy ECU’s Responsibilities • Provide a safe and secure working environment and comply with all relevant and current legislation – The Occupational Safety and Health Act (WA) 1984 sets out the General Duty of Care principles and requires that an employer shall, so far as is practicable, provide and maintain a working environment in which his employees are not exposed to hazards. – Section 19 (4) of the OSH Act mentions “the principal” and “the contractor” where the principal is deemed, in relation to matters over which he has control or, but for an agreement between him and the contractor to the contrary, would have had control, to be the employer of the contractor; and any person employed or engaged by the contractor to carry out or to assist in carrying out the work. • Occupational Safety and Health Policy ECU’s Responsibilities – In particular, ECU will: – Provide and maintain safe plant and systems of work – Provide information, instruction and supervision – Consult and cooperate with safety and health – Monitor the safe use, cleaning, maintenance, transportation and disposal of plant, equipment and materials ECU’s Responsibilities • Manage and control work activities – As outlined in the Responsibilities of a University Responsible Officer • Assess contractor performance – Continual assessment of contractor performance in line with key performance indicators – University Contract Management System to be utilised Contractor’s Responsibilities • Ensure all contractor and sub contract employees are aware of University contractors on-line induction obligations • Supply detailed Method Statements for work activities • Conduct Risk Assessments of work activities and working areas • Supply suitable (certificated) equipment to carry out work activities • Ensure appropriate training has been provided to contractor and sub contractor employees Contractor’s Responsibilities • Comply with Occupational Safety and Health Legislation – Worksafe • Obtain approval from the University responsible officer before: – – – – – – – Isolating fire panels Connecting or isolating mains water supply Conducting any electrical installation work Connecting or isolating reticulated gas supply Turning off air-conditioning or ventilation systems Commencing any excavation works Organising delivery of goods Responsibilities of the Contractor Commencing Work • Contractors must register with the Facilities Management Office (FMO) prior to commencing Works to: – Obtain Contractor’s badge – Obtain parking permit – Obtain works permits (Hot Works Permit, Excavation Work Permit, Working at Heights Permit, Isolation, Safety Tagging and Locking Permit – Obtain fire evacuation and medical centre details – Obtain keys – Contact University Responsible Officer A Facilities Management Office is located on every campus Bunbury Joondalup Mt Lawley - Building 7.101A Building 1.208 Building 3.151 Working Safely • Hazardous Substances – Contractors are required to provide a material safety data sheet (MSDS) to the University Responsible Officer for any chemicals brought on to University premises • Chemalert Chemical Register Update – Chemicals should be handled, stored and labelled appropriately – Contractors must not allow hazardous chemical residues to run off into storm water or main water drains Working Safely • Asbestos – Asbestos products at the University are labelled and recorded in an ‘Asbestos Register’ – Your University Responsible Officer will inform you if the area in which you will be working has an asbestos hazard – If you suspect that an asbestos hazard may be present and you have not been informed, cease work and contact your University Responsible Officer immediately Working Safely • Working at Heights – A Working at Heights permit is required – Risk assessment and planning is required – Contractors are required to adhere to WorkSafe WA’s Code of Practice, Prevention of Falls and OSH Regulations – Ladders must comply with Australian Standards, labelled accordingly and have no damaged or missing parts – Ladders must be properly erected, secured on firm/ level ground, projected at least 1 metre above the landing place and set at the correct angle of 75 degrees – University furniture should not be utilised to stand on – Where roofs are fragile they are labelled accordingly Working Safely • Working with Electricity – The Manager Electrical Services must be notified of all installation work and provided with a copy of all documents supplied to the Supply Authority – All installation work must be entered into the University’s Electrical Log Book • • • • Electrical Safety Policy Electrical Workers of ECU Electrical Contractors within ECU Safe Operation of Electrical Equipment and Appliances Working Safely • Working areas – Contractors must abide by all signage relating to Restricted Areas or “No Unauthorised Entry” and only access areas of the campus required to conduct the Works – In confined spaces, where there is the potential for inadequate oxygen supply, the Occupational Safety and Health Regulations related to confined spaces must be adhered to – If the Works require the area to be deemed “restricted access”, ensure that adequate signage is displayed and appropriate barriers are in place to ensure the safety of the public, staff and students. Working Safely • Working in Laboratories – There may be particular hazards associated with working in laboratories e.g. • • • Infectious agents Radiation Hazardous substances – Your University Responsible Officer will liaise with the laboratory supervisor and inform you of any particular hazards Driving Safely • Contractors must: – Obey all speed limit signage on campus i.e. 25km/h on site roads and 6km/h on pedestrian walkways with hazard lights flashing – Be aware that there may be people with disabilities who may not be able to move quickly, hear or see vehicles – Give pedestrians right of way Safety of Belongings • Contractors are asked to: – Not leave items lying around where they can be easily stolen – Keep all valuable personal belongings locked away – Ensure that any equipment, if left unattended, is kept secure e.g fastened down onto the back of a vehicle – Never let any other person into a building outside the building’s normal operational hours. Security should be contacted by the person requiring entry in these situations The University takes no responsibility for lost or stolen property Conduct and Behaviour • Contractors are asked to: – Contact the University Responsible Officer prior to commencing the Works – Answer questions if staff ask what is happening in their area, as interruptions or disruptions (such as noise, odour, vibration or cutting-off electrical supply) make it difficult for people to work, teach or study – Not use radios – Not swear, curse, shout or behave in a rowdy manner – Not bring animals on site – Ensure clothing or uniform is neat and tidy. T-shirts with slogans that may offend other people, are not appropriate – Refrain from smoking in buildings (including courtyards), under eaves or on covered pathways, within five (5) metres of any access point to a building e.g. door, window or vent, or anywhere where ‘no smoking’ signs are displayed Any form of harassment or discriminatory behaviour will not be tolerated. It is also unlawful under the Equal Opportunity Act Conduct and Behaviour • The University expects Contractors to: – Not be under the influence of alcohol or other substances while they are at work to the extent that they are unable to carry out their duties safely or properly – Ensure that the health and safety of employees, University staff, students and visitors is not endangered by such misuse – Perform their job with skill, care and diligence If anyone is found to be under the influence of alcohol, drugs or any other substance, the University reserves the right to direct the affected person to leave the University premises. Emergency Procedures If the alert stage alarm sounds (an intermittent tone) then • Stay calm • Turn off all electrical equipment and gas, close windows and gather personal belongings Emergency Procedures If the evacuation alarm sounds (a continuous tone) then • Exit the building via the nearest EXIT route. Do not use the lift. Walk, do not run. Contractors are therefore kindly reminded to: – Avoid damage to the grounds or landscaping – Take care of the environment by minimising pollution and disposing of waste appropriately – Environment Policy Insurances • Contractors are required to have the following insurances as outlined in the General Conditions of Contract for the Supply of Goods and/or Services http://www.fbsc.ecu.edu.au/sp/html/tenders.cfm – – – – Public Liability Insurance Workers Compensation Professional Indemnity Motor Vehicle Insurance • Contractors are to provide the University with copies of Certificates of Currency prior to commencing Works – Any changes to insurance coverage must be notified to the University upon change How to register as a Contractor • Contractors are required to – Complete a short assessment (quiz) of their learning from the induction module – Register as a contractor – Provide evidence of insurances – Provide evidence of business registration – Once registered, repeat the induction process every 12 months We hope that you enjoy your work at Edith Cowan University.
