WOSB PROGRAM OVERVIEW
•On 7 October 2010, the US Small Business Administration (SBA)
published a final rule effective 4 February 2011, aimed at
expanding federal contracting opportunities for Women-Owned
Small Businesses (WOSB).
•The WOSB Federal Contract Program provides equal access to
federal contracting opportunities for WOSB and Economically
Disadvantaged Women-Owned Small Businesses (EDWOSB).
•WOSB Program has 38 4-digit NAICS codes eligible
•EDWOSB Program has 45 4-digit NAICS codes eligible
•Award price cannot exceed $6.5 million for manufacturing or $4
million for other contracts

WOSB PROGRAM
• Must meet small business set aside standard for primary NAICS code
and contract.
• Be at least 51% unconditionally and directly owned by women who are
United States citizens.
• The woman must manage the day-to-day operations.
• The woman must make the long-term decisions for the business.
• A woman must hold the highest officer position.
• The woman must work at the business full time during normal
working hours.
• There is no minimum amount of time the business has been
operational.
• Note: SBA determines WOSB eligibility.

o Funds reinvested in IRA or other retirement account.
o Transferred assets within two years if to or on behalf of
immediate family member for select purpose.

WOSB and EDWOSB Program Certification
A WOSB or EDWOSB must:
•Certify to the contracting officer that it is a small business
concern owned and controlled by one or more women and
provide adequate documentation, in accordance with standards
established by SBA, to support such certification (selfcertification) or
•Be certified by a Federal agency, a State government, or a
national certifying entity approved by the SBA as a small
business concern owned and controlled by one or more women
(third party certification).
•Represent status in ORCA.

WOSB and EDWOSB Program Certification (Cont.)
Self Certification:
• Contractor must register in Central Contractor Registration (CCR) as
WOSB or EDWOSB.
• Contractor must compile, upload, and validate all documents required
under FAR 19.1503 in the web-based WOSB Program Repository.
• Contractor must represent status in Online Representations and
Certifications Application (ORCA).
Third Party Certification:
• Contractor must register in CCR as WOSB or EDWOSB.
• Contractor must obtain certification from an SBA-approved Third Party
Certifier and submit to Contracting Officer.
• Contractor must obtain SBA’s WOSB Program Certification Form (SBA
Form 2413) and submit to the Contracting Officer; and
• Contractor must represent status in ORCA.

WOSB Program Repository
•WOSB Repository.
SBA created a document warehouse called the WOSB Repository.
• Documents verifying a WOSB/EDWOSBs eligibility are loaded by the
contractor into the WOSB Repository.
• A WOSB’s documents in the repository can be accessed only by the
WOSB, SBA, or the KO.
• Accessible through the SBA’s General Login System.

• Birth certificates, naturalization papers, unexpired passports to
verify US citizenship.
• Copy of Joint Venture Agreements (if applicable).
• Copy of WOSB/EDWOSB Certification (OMB approved form).
• Doing Business As (DBA) certificate.

women.

WOSB Eligibility Reviews
•SBA may at any time investigate the accuracy of any
certification or representation made.
• SBA will conduct regular reviews of firms who have selfcertified and obtained third party certification.
• A review will involve evaluation of documents uploaded in the
repository.
• SBA may request additional documents and perform a site visit.
