The island of New Guinea is the surface
expression of the deformed northern
margin of Australian continental block: to
the south undeformed continental crust is
overlain by flat-lying platform sediments
that form a conformable sequence from late
Paleozoic to late Tertiary. Along the New
Guinea cordillera these platform sediment
have been tightly folded and overthrust to
the south as a result crustal shortening
caused by convergence between the
Australia Plate and Pacific Plate.
West Papua is the western part of the island
of New Guinea in the South Pacific ocean
and the indigenous peoples of West Papua is
Melanesian like in Papua New Guinea,
Solomon, Fiji, Vanuatu and New Caledonia.
• Indonesia is the part of Sunda
Plate (Asia Plate) but West Papua
is the Sahul Plate (Australia
Plate).
• The latest line by Lydekker is
the true better then Wallace and
Weber because we can see the
different peoples of Indonesian
and West Papuan.
• Indonesian ancestor from India
and South China, so Dutch
called Netherlands Indies but
West Papuan ancestor from
Negroid Australia, so Dutch
called Netherlands New Guinea.

The structures of this island is
dominated
by
extremes:
endless swamps and enormous
massif. The swamps are some
of the most extensive in the
World, whilst the mountains
reach a height which make it
possible for glaciers, a rarity in
the tropics, to form. The snow
line lies at a height of about
4500 meters. It is a region
difficult of access for human
beings and difficult to open up;
geologically it is young: only at
a few places, for instance in the
Central Highlands and the
Bougainville and Cycloop Range
do
pretertiary
formations
appear at the surface.

West Papua’s tribes, language and culture
can’t separate it from the process of geology.
Because of it, we can found the same animals
in Australia and West Papua, and also we can
found the same peoples between Australia
and other Melanesian place in South Pacific
ocean.
The tribes in West Papua consist of 257 tribes
and consist of 251 languages with the same
culture with other Melanesian in Papua New
Guinea, Solomon island, Fiji, Vanuatu and
New Caledonia.
Malay language used when Sultanate of
Tidore in Moluccas came to the Western part
of West Papua in Sorong, Fakfak, Manokwari,
and Biak. And then Dutch language used
when Dutch came to West Papua island after
Sultanate of Tidore.
But when this island transferred to Indonesia,
the traditional language and Dutch forbidden
to spoke but just speak Malay and now
changed to Indonesia language.

According to the mythology story of West Papua’s
ancestor said that, their God will be coming back
to West Papua after he left them and went to the
Western world.

First foreigner who came and occupied West
Papua is the Islamic peoples from Moluccas in
Tidore. They called this island is Papua with
the meaning Slavery according to their AlQuran and it was same with the Bible about
Kedar Peoples. Then the second foreigner was
Chinese who looking for Paradise Birds.
And the third was Spain who called the island
of New Guinea because they found same
peoples with Guinea in Africa.
Then the four is Portuguese in Tidore, they
called Papua like Islamic peoples in Tidore.
And Spain came back for second then called
Isla Del Oro (Island of Gold), finally Dutch,
Germany, and UK made agreement in London
on August 1825 then Dutch claimed it
according to Sultanate Tidore claimed and
they called Netherlands New Guinea.

After signed London Agreement in August
1828, Dutch Governor in Netherlands Indies
asked his military to build a fort in Kaimana
and they called Fort Du Bus according to
Governor name Du Bus.
Germany claimed Northern and they called
Germany New Guinea, and in the South UK
claimed and they called British Papua.
Three part of this region have been listed in
Decolonization list in year 1945-1999. After
Indonesian as the Chairman of 24 Committee
then they changed the list consist of 16

Dutch claimed this island by established
the Fort Dus Bus in Kaimana of West
Papua on 24 August 1828. Then
established Office in Manokwari and
Netherlands
New
Guinea

separated from Netherland Indies Province
(now is Indonesia) by Dutch Government
since March, 7 1910.
This Province stand up until year 1942
because Japanese occupation and hand
over Dutch in the Northern of Netherlands
New Guinea.
Finally, Dutch, USA, France, and UK join in
their allies then push back the Japanese
out from Netherlands New Guinea in 22
April 1944. And the administration control
by Dutch then changed the capital of
Province in Manokwari to Hollandia (now is
Jayapura).

The USA Allies consist of France,

In April, 22 1944 allies transferred
the administration of West New
Guinea to Netherlands Kingdom
then prepare Self Government for
West Papua peoples finally Dutch
registered this island to UN
Decolonization
Committee

December, 29 1945.



The South Pacific Commission, as SPC was formerly
called, was founded in Australia on February, 14
1947 under the Canberra Agreement by the six
participating
governments
that
administered
Territory in South Pacific: Australia, France, New
Zealand, The Netherlands, The United Kingdom, and
United State of America.
Now SPC has been changed to Pacific Island Forum.
In this Agreement, Dutch had responsible for
Netherlands New Guinea, finally Dutch put it to the
Trust and Non Self Government Territory before
Netherlands Indies independent from Dutch in
December 1949. It was suitable with the list of Trust
and Non Self Government Territory in UN
Decolonization Committee or 24 Committee on year
1945-1999.

Netherlands Indies sovereignty was transferred in
Den Haag, Netherlands after sign agreement on
December, 27 1949. And changed it status from
Netherlands Indies to Indonesia.

In this moment, Indonesian pressured Dutch to
transfer Netherlands New Guinea administration
to Indonesia but didn’t allow and it will be
discussed after a year later because Dutch still
had plan to move their clan of Dutch Indonesia.
Indonesia and Dutch is the same, because they
want to sent their peoples to West New Guinea.
So, a year later in 1950, Indonesia refused the
Round Table Agreement about Federal Republic
of Indonesia then changed it to Unitary State of
the Republic of Indonesia. Finally, Dutch still
have responsible to prepare Self Determination
for the Peoples of West New Guinea/West Papua.

He was from Sweden and he is the best UN
Secretary General for the peoples of West
Papua because he had prepared Self
Determination for West Papuan under Dutch
administration

Agreement.
But he was killed in September before West
Papua
parliament
announce
the
the
attributes of the country of West Papua in
October 1961.
After the murdered, he was changed by U
Than from Burma. U Than was very crazy UN
Secretary General because pushed Dutch to
hand over administration of West Papua to
Indonesia but then the Administration was
deleted. U Than played the game with
Elsworth Bunker from USA as a mediator
between Dutch and Indonesia.

After New Guinea Council established, they
made National Commission of West Papua
to prepare the attributes of West Papua
State and published it to the World. New
Guinea Council succeed created National

This preparation in October 1961 by

Diplomat Elsworth Bunker as the Mediator
between Dutch and Indonesia. Bunker succeed
to made secret meeting in Virginia and Rome

USA and Dutch. After the secret meeting in
Virginia and Rome, Indonesia and USA hide the
agreement then lie that no agreement in Rome.

The 'New York Agreement' was signed by the
Indonesians and the Dutch at UN headquarters
on 15 August 1962. It fell well short of
guaranteeing a referendum on independence,
instead requiring Indonesia to make vague
arrangements for West Papuans to 'exercise
freedom of choice'. It did however confer on all
Papuans the right to participate in any act of
self-determination. On 1 October 1962, for the
first time in its history, the UN was given
temporary executive authority over a territory of
significant size: West Papua. The handful of civil
servants making up the UN Temporary Executive
Authority (UNTEA) acted as apologists for the
Indonesians, banning West Papuans from
celebrating their second independence day and
handing over administrative control to Indonesia
after the seven-month minimum.
