EU TWINNING PROJECTS
TWINNING PROJECTS:
Project purpose is the result of previous Twinning Projects conclusions and recommendations. Most important previous EU
activities in relation with forensic experts training in Turkey have been:
- “Judicial Modernization and Penal Reform in Turkey Project (JMPR)” aimed at supporting the reforms and the efforts planned
or already under implementation by Turkish authorities, on the basis of European standards shared by the European Commission
and the Council of Europe. The programme started on 2003 and ended in 2005.
- “Strengthening the Police Forensic Capacity” which started on 2005 and ended on 2007.
- “Enhancement of the professionalism of the Turkish Gendarmerie in its law enforcement activities” which started on 2004 and
ended in 2006.
TURKISH FORENSIC INSITITUTIONS AND ADMINISTRATION INITIATIVES:
- Continuous Education Strategy of forensic experts design
- Quality Management Strategies implemented. ISO accreditation in Forensic Sciences.
- Different collaborative initiatives with EU
- Full integration of Turkish Forensic Sciences labs in international networks (ENFSI, FASE, IALM)
Backgrounds

Overall objective:
To contribute to the functioning judicial system through improving the standards of the forensic services in Turkey
–

BENCHMARK: Decrease the decisions due to the violation of Article 2 because of inefficient forensic
investigation.
Mandatory Result 1:
Improved Forensic Capacity of the Council of Forensic Medicine (ATK), Criminal Laboratories of the Police (KPL) and
Gendarmerie (JKDB). Update forensic analysis methods in line with the EU standards.

BENCHMARK 1.1: At least 130 forensic personnel from ATK, 130 from JKDB, 130 from KPL will be trained till
the first months of 2012 (Components 1 and 2)
Mandatory Result 2:
Quality and Credibility of forensic expert reports in the BC institutions involved will improve
–
BENCHMARK 2.1:At least Four methods of the involved laboratories will be accredited according to ISO 17025
till the first months of 2012 (Component 3)
–
BENCHMARK 2.2: Best practice manual on crime scene investigation methods of JKDB and KPL will be ready
according to ISO 17020 (Component 4)

– 1037 participants in 22 fields of expertise (364 extra training units in ATK, 87 in
KPL and 82 in JKDB). Achieved.
• Mandatory result 2. Benchmark 2.1:
– At least 4 laboratory methods are ready for accreditation on ISO 17025. Achieved
• Mandatory result 2. Benchmark 2.2:
– BPM on CSI according to ISO 17020. Achieved
• General Indicator in Mandatory result 1 (Overall Objetive):
– 36 Resolutions of ECHR were discussed between Turkish and EU MS experts
(judges, prosecutors, police forces and forensic personnel). Achieved
