How does a state expert examination in the field of science (SRI
FRCEC – as an example) work?
According to the decree of Council of Ministers of RSFSR 01.04.1991, № 182 «On the introduction of state expert
examination in the field of science» it was decided to introduce the state expert examination of research and development (R&D) in
the field of fundamental and applied science, to be funded from the budget, and to establish the Federal Research Center for
Project Evaluation and Consulting Services (FRCEC) with the rights of a scientific research Institute, which was mandated as
the head organization for the state expert examination in the field of research and development.
