Decision X/2
Decision X/2 on the Strategic Plan urges Parties with the support of other
organizations to:
•
Enable participation at all levels;
•
Develop national targets by 2012, taking into account both the
global targets and the status & trends of biological diversity in the
country, with a view to contributing to collective global efforts to
reach the global targets, and report to COP-11;
•
Review, update and revise NBSAPs by 2014, in line with the
Strategic Plan and decision IX/9, and integrating national targets,
adopt as a policy instrument, and report to COP-11 or -12 (2014);
•
Use the revised and updated NBSAPs as effective instruments for the
integration of biodiversity targets into national development and
poverty reduction policies and strategies;
•
Monitor and review the implementation of their NBSAPS making use
of the set of indicators developed for the Strategic Plan and report to
COP through the fifth and sixth national reports;

Road map and guidance findings
HOW to incorporate values as part of the NBSAP updating process
(from Lessons Learnt from incorporating the values of biodiversity
and ecosystem services into the development of NBSAPs)
Entry points for incorporating values exist at every stage of the
NBSAP updating process
A range of supporting approaches can be used:
• Stakeholder engagement
• Ecosystem assessment
• Ecosystem service mapping
• Ecosystem service indicators
• Monetary valuation
• Accounting

Example of Georgia
• First NBSAP of Georgia was approved by the government of
Georgia in February, 2005;
• In May, 2010 updating of NBSAP in line with Strategic Plan for
Biodiversity 2011-2020 and Aichi Targets has been started
(adopted at CBD CoP 10 in Nagoya, Japan, 2010);
• This process is supported by the German International
Cooperation (GIZ)
• The updated NBSAP will cover the time period for 2014-2020;
Ecosystem Service Values in NBSAP
• In 2011, Georgia was announced as a pilot
country for the Economics of Ecosystems
and Biodiversity (TEEB);
• NBSAP updating process and TEEB
scoping study were carried out in parallel;
• The values of ecosystems and biodiversity
from the scoping could not be reflected in
the updating process;
• This is an opportunity to bridge the division between
economic and social development and conservation needs in
Georgia;
Ecosystem Service Values in NBSAP (2)
• Before the scoping various economic valuation studies have been
undertaken;
• The results of studies and general TEEB activities are incorporated
in different chapters of the zero draft of NBSAP; Chapters such as
Forest Ecosystems, Management and Governance of Biodiversity,
Valuation and Sustainable Use of Biological Resources;
• Under the objective - Creation of economic management tools
and effective mechanisms to ensure integration of biodiversity
aspects in decision-making – TEEB is the main source & activity;
• Currently, results of the first draft of TEEB Scoping Study are
already in place and will be put in NBSAPs
