• AF has more Airmen than Congress authorized
• 5,000 more Airmen than authorized (331,700 auth)
• 10,000 more Airmen than authorized in FY2012,
if we don’t take action
• Two challenges:
• Size: Highest retention in 15 years at a time of
national economic downturn
• Shape: Changing/emerging missions
