Arizona Online Instruction (AOI)
• Defined by ARS §15-808
• AOI students can enroll and attend AOI
schools any time during the year, any day
in the week , any time day or night
• Part time students’ funding will be
limited to 85% of BSL(Base Support
Level), full time will be limited to 95% of
BSL.

Arizona Online Instruction (AOI)
 ADM capped at 1.0 ADM (1.25 JTED satellite or charter,
1.75 JTED main)
 If student is enrolled concurrently or subsequently in
another LEA, ADM is prorated among all LEAs
 SAIS will compare total actual minutes of attendance to
total required minutes of attendance and the average
daily required to actual daily average. If either the actual
daily average or the total actual hours met the
requirements then the student will be funded at 1 ADM

AOI Example # 1
• District reported : Part time 3rd grade
student is enrolled in an AOI program.
• The AOI program has submitted 36
attendance transactions covering 36
instructional days as of October 1st.
• The sum of all instructional time the
student participated in is 7,992 as of
October 1st.

• on October 10, School Finance ran aggregation for
November 1st payment.
• SAIS will calculate the average Minutes per day =
7,992/36=222
• Student is funded at 0.94 ADM because 222/237.33 =
0.94. and the 7992 minutes does not meet the total
required minutes of 42,720
• Assume that at the end of the fiscal year the total
instructional minutes were 42,720. ADM is adjusted to
reflect the actual annual instructional minutes
attended (42,720/42,720 = 1 ADM).
• The school will be funded for 1 ADM based on .85 of
BSL.

AOI Example # 2
Student A and Student B , both enrolled in 4 Brick & Mortar
(B&M) high school courses for 720 hours a year + 2 AOI
courses as follow:
Student A - 300 hours of AOI instructional time
Student B - 500 hours of AOI instructional time
B&M ADM would be 1.0 for each student
AOI ADM for Student A = 300/900 = 0.333
AOI ADM for Student B = 500/900 = 0.556
Student A total ADM = 1.00 + 0.333 = 1.333
Student B total ADM = 1.00 + 0.556 = 1.556

Since ADM exceeds 1.0 limit for each student:
Student A’s B&M ADM = 1.0/1.333 = 0.750
Student A’s AOI ADM = 0.333/1.333 = 0.250
ADM = 1.000
Student B’s B&M ADM = 1.0/1.556 = 0.643
Student B’s AOI ADM = 0.333/1.556 = 0.357
ADM = 1.000

2 Brick & Mortar (B&M) high school students enrolled in 3
courses for 700 hours + 2 AOI courses as follow:
Student A - 300 hours of AOI instructional time
Student B - 500 hours of AOI instructional time
B&M ADM would be 0.75 for each student
AOI ADM for Student A = 300/900 = 0.333
AOI ADM for Student B = 500/900 = 0.556
Student A total ADM = 0.75 + 0.333 = 1.083
Student B total ADM = 0.75 + 0.556 = 1.306
