Partnering With The Air Force
• Public-Private Partnerships are agreements between the
government and private industry to perform DoD depot level
maintenance and/or utilize DoD facilities and/or equipment
• What’s in it for industry?
– Access to cost effective, capable
resources, people, facilities and
equipment
• What’s in it for the Air Force?
– Sustainment of core capabilities
and optimization of organic
capacity
– Reduced costs for sustainment,
facilities and equipment

OC-ALC Partnership
Success Story
• OC-ALC and Pratt & Whitney entered a partnership for F119 engine
heavy maintenance facility in 2000.
– P&W invested 7.5M for new coating technology in Bldg 3001
– First time a contractor invested company resources to build
their own facility and employ their own work force at an ALC
– Combined P&W’s strengths in technology and materials
management with skilled work force at OC-ALC
– The facility opened in 2004. They delivered over 100 modules
the first year, all on time with a perfect maintenance record
• Team awarded Aviation Week Charles B. Ryan Maintenance,
Repair and Overhaul Award in 2004
– Most prestigious award in the MRO community
– Recognized for business innovation in support of F100 engines
(F-16 and F-15 fighters) and F119 engines (F-22 fighter)

OO-ALC Partnership
Success Story
• OO-ALC and Lockheed Martin signed the agreement in 2005,
establishing heavy maintenance, corrosion speedline and aircraft
modifications for the F-22
– Team approach made flow adjustments, in-process health
checks to identify issues before continuing with mod, and
sharing technical expertise resulted in hr/day increase in yield
– Man-loading concepts and open lines of communications with
team members resulted in 252% improvement (decreased) flow
days
– This coupled with decreased spares requirement, should bring
$816M program savings over Direct Commercial Sales BCA
– Partnership facilitated managing technical data and parts with
45+ vendors and allows for proactive engineering support and
OEM involvement through life cycle
– Bottom line: This PPP puts more aircraft on the ramp for the
warfighter’s employment

• WR-ALC and Lockheed Martin developed an innovative Sniper
Advanced Targeting Pod Workshare Partnership
– Grown from 4K labor hrs in FY05 to projected 17K in FY09
– Funding direct from SPO to Depot for 34 reparable items
– Satisfies CORE and 50/50 requirements via partnership
– Depot guarantees turn times & workmanship
• Key to Success: SPD planned a long-term sustainment strategy
to include partnering as part of initial acquisition
– Leveraged competitive acquisition to acquire depot activation
resources (equip, data, rights, etc.)
– All stakeholders planned for organic depot maintenance
– Initial contract acquired depot activation
– Jointly developed depot activation and partnership
