ECE Alignment status for 2w SIAM JAMA MEETING 31-OCTOBER 2014 Principles of alignment • SIAM has following preference for aligning the Indian regulation with: 1. GTR 2. ECE Regulation 3. EU directive (if GTR or ECE R do not exist for that subject) 4. Any other foreign national regulation if none of the above exist. • While aligning with GTR: – Where options are permitted in GTR. The option best suited for India is adopted: • E.g. In GTR 3 for brakes. PBC measurement as per ASTM. • Approval and marking schemes as per Indian practice. Principles of alignment with ECE R • The basic characteristics and performance values are taken with out change. E.g. – Photometric values for light and light signalling devices – Stopping distances for brakes. • But every feature is studied w.r.to 1. Is the feature essential for Indian conditions: – If yes, included as mandatory. 2. Are the benefits of feature doubtful in Indian conditions? – If yes, included as optional. E.g. AHO (at the time when AIS 009 was revised) Principles of alignment with ECE R 3. Will the ECE feature pose a safety hazard in Indian condition? • If yes, exclude them. E.g – Headlamps with passing beam pattern for both kinds of traffic with necessary adjustment to be done by the driver depending on which traffic pattern he is in. – Allowing headlamps with main beam and passing beam to be approved only for passing beam. 4. Is the non ECE features in current regulation really needed? • If no, exclude them from the standard E.g. many of the environmental and durability tests for light and light signalling devices. Transitional Provisions • Transitional provision principles (AIS 00) permit: – Use of the revised standard, after it is approved by CMVR TSC, in lieu of the old version. – Changes in ECE issued as supplements (i.e. as per ECE old type approvals continue to be valid) are allowed to be used with permission of Chairman AISC. – However, changes in ECE issued as “series of amendments” (i.e. as per ECE re-type approval is needed) are not permitted. Benefits • These principles and transitional provisions permit • Use of parts complying with ECE regulations to be used, subject to: – ECE Regulation Series of amendments up to the AIS/BIS level. – Additional Indian Approval process remains. – Not Applicable when an “ISI” marking has become mandatory. Current status • The ECE regulations and current status are tabulated in subsequent slides. • Some of the standards are approved by CMVR TSC, but not yet notified. – But are permitted to be used because of transitional provisions. • There have been changes in ECE R, in many of such cases, but • SIAM prefers not to propose any changes to these AIS/BIS till these standards are notified.
