AIM

The KwaZulu-Natal Population Unit in
partnership with COGTA, IDP Managers and the
United Nations Population Fund have identified
the need to develop guidelines on how to
integrate population issues into the IDPS so that
the plans are responsive to the population
METHODOLOGY

strategies, projects, integration and
approval.

CONSIDER TRENDS IN HIV AND AIDS FOR USE
IN DEVELOPMENT PLANNING






Aids related death are altering the age structure of
populations (prime working age groups)
Consider effects of HIV and AIDS on population size
This will impact on planning decisions in sectors such as
education, health, agriculture, economic development, social
welfare
Collect locally based information on various aspects
concerning HIV and Aids(ie Record Keeping by HBC)
Effective prevention method need to be in place
Improvement of health infrastructure and capacity to deliver
services is important.
CONSIDER DYNAMICS REGARDING YOUTH TRENDS IN
DEVELOPMENT PLANNING





Local government is equally called upon for its response to the
demand for caring and developing young people
To understand population dynamics regarding youth trends in your
area you need to build a profile of young people that will inform
planners on the size
Demographic tool for building a population profile is the
population age pyramid
This will provide insight into the dynamics of youth profile to the
effect that more informed decisions regarding the future
development.
If your population structure indicates that your area has more
youth, the benefit to be gained from that demographic fact is
called demographic dividend

SEX IN ORDER TO PLAN AND IMPLEMENT PROGRAMMES IN A
GENDER SENSITIVE MANNER





Women are a majority amongst the poor,
with their multiple burden of domestic
work, food production, child bearing and
care
Indentify gender issues in your area and
ways of addressing these issues in the
IDP process
Disaggregate social, economic and
demographic data according to sex
Mainstream needs and concerns of
women and girls into sectors(education,
health, housing etc)

IMPORTANT QUESTIONS FOR INTEGRATION OF GENDER
ISSUES INTO IDP

Is there some evidence of how women were consulted in developing the
integrated development plan?

How many women and men will benefit from strategies developed by
municipalities? Do strategies have any negative or harmful effects on
women or men?

Does the IDP use the concept of gender accurately and sensitively? For
instance male and female

Is there any reference throughout the plan to the difference as well as
similarities, in terms of interests, concerns and needs of woman and
men, and an indication that these will be addressed?

Is there any acknowledgement of international and national instruments
on gender?

Does the plan make provision for adequate resources to be allocated to
implement the programmes so that needs of women and men are
appropriately and effectively met?
