Network Placard
“RDC” trigger word does not point to NDLL
Use only for network placards destinating
to NDC sites
Must be entered in “Placard Prep” in the
following manner in order to display above
text & Zip ranges:
Note: comma & space must be between
the trigger word and text or Zip ranges

MTEL Retail Unit Placard
For mail originating at retail units only
MTEL will automatically produce distribution
splits based on Retail Distribution Code (RDC)
data
DN & TANs Mgrs. must ensure transportation is
in place to generate retail placards

Network Routings
Area DN Networks will create & update dispatch
records in Nat’l Air & Surface System (NASS)
Align routing with operating plan parameters
Scheme will drive MTEL placard generation
Establish routings from origin to the final
destination
Consistent with National Distribution Label List
(NDLL)
- Destination: AADC, ADC, NDC
- Mail Classes: Standard, Periodicals, and Parcel

Placarding
Origins must ensure placards are placed on MTE
before dispatch
MTEL is an on-demand system
Print only what you need for each day
Print entire set weekly ONLY as contingency
Do not use recycled placards
Use correct mail class and shape
HAZMAT placard option
Ensure placard barcode area is clear to enable
Surface Visibility (SV) scanning

Review MTEL Operational Areas
Remove unused placards
Assign new NDC placards
Suggest dedicated Operational Area for NDC
placards
Use logical naming conventions
Use “Check Operational Area” to identify
pending drops
Comply with SV scanning
Ongoing Training
Account for all scanners
Establish and maintain SOPs
