WHAT ARE FISHERIES PLANS?
Fisheries plans will:
- Set out the goals and objectives we all want to achieve for the
fishery.
- Have an operational plan with proposed management measures
and services.
Fisheries plans:
- Will form the basis of MFish advice to the Minister.
- Are about putting in place a long-term plan.
WHY FISHERIES PLANS?
• Few fisheries have formal plans.
• Concerns that management measures and services don’t
maximise value.
• Demands for improved performance from our fisheries:
- Markets; Exchange rates; Fuel costs
- Increasing expectations from recreational fishers & tangata
whenua
- Changing social values concerning environmental effects
BENEFITS
• Improve tangata whenua and stakeholder involvement,
understanding and confidence in fisheries management decisions.
• Strong link between objectives and management measures and
services.
• Pro-active management towards agreed targets/objectives.
• Clarity and transparency of management decisions.
• More efficient decision-making.

SPO 7 FISHERIES PLAN
• First of its kind
• Available on the MFish website
• How should we acknowledge the SPO 7 fisheries plan in the
CIFF Plan?
• Will need to discuss at a later meeting.
ROLES & RESPONSBILITIES OF FPAG MEMBERS
• Bring your fishery knowledge and values to the table.
• Work constructively with other members to develop fisheries plan.
• Consider relevant fisheries information provided to the FPAG.
• Read all necessary documentation for developing the plan.
• Focus on objectives-based management.
• Assist with getting input from and sharing information with wider
tangata whenua and stakeholder community (liaison role).
MFISH STAFF
MFish staff:
• Facilitate the fisheries plan process
• Provide members from operations, science and compliance
groups
• Represent the interests of MFish and the Crown.
• Other roles: Chair, observers, advisors
OPTIMITIC SCENARIO FOR FPAG
• Group is formed with knowledgeable people, clearly
representative of various sectors.
• Members are keen to engage and clearly understand the
context for fisheries plans.
• They work cooperatively, looking for consensus on the
current state of the fishery and objectives, and willing to
negotiate over differences.
PESSIMISTIC SCENARIO FOR FPAG
• Unable to co-opt knowledgeable, representative people.
• Members do not understand the context for fisheries plans
and are unsure of the value in engaging.
• Members have entrenched views and feel mandated to
push their sector’s position at the expense of overall fishery
goals.
