In 1998, Soros Foundation Moldova has launched a public opinion research program – Barometer of Public Opi nion- with a v iew to promote correct and transparent mechanisms of social-polit ical and economic life reflection and to ensure access to informat ion for the civ il society, . The two first polls were carried out in 1998 by the Centre for Urban and Regional Socio logy and the Institute for Marketing and Polls fro m Bucharest in co-operation with SOCIO MOLDOVA fro m Ch isinau. In the framework of this program, the Institute for Public Po licy , supported financially by Soros Foundation Moldova, organized in August 2000 and in January-February, 2001 two national public opin ion polls. To imp lement successfully the program, the Institute has selected, on the basis of an auction , the follo wing institutions: August , 2000 – the Institute for Market ing and Polls ( IMAS) fro m Bucharest and the Centre SOCIOM OLODVA fro m Ch isinau; January-February, 2001 - the Centre for Pu iblic Opin ion and Market Study (CSOP) fro m Bucharest in co-operation with “ILIGA CIU SRL ” fro m Chisinau The studies were focused on the following issues: political options, rating of main political leaders and political parties, living standards and life quality, economic and social Govern ment policy, etc. The results of these polls were presented at press conferences. Media, public opinion representatives and all those interested had free access to the poll’s results, including to its database. All materials can be found at the IPP web-site: http://www.ipp.md Taking into consideration the impact and the importance of such researches, the Institute for Public Po licy organized in September-November, 2001 a new national public opinion poll supported financially by So ros Foundation Moldova and carried out by the Centre for Socio logical, Politological and Psychological Researches CIVIS fro m Ch isinau.. The program Baro meter of Public Opinion - 2001 is supervised by a Jury directed by Dr. Arcad ie Barbarosie, Executive Director of the Institute for Public Policy. The program ad min istrator - the Institute for Public Po licy- is a non-profit , non-governmental organization. Its goal is to encourage the development in the Republic of Moldova of an open , participatory, p luralist society, committed to the democratic values through carrying out and supporting researches and independent analyses of public policies as well as through public debates and wide dissemination of the results of such researches. The activity of the Institute for Public Po licy is focussed on the following fields: educational policies, European integration, solving the Transnistrian problem, national defense and security, other issues of major interest for the society. Public opinion polls are supposed to be conducted in all these fields. The Institute has collaboration relat ions with similar institutions and organizations in the public policy field fro m many European countries with a view to exchange informat ion and expert ise, to develop comparative studies and promote regional policies. Contact information.: 27 67 85; 27 67 86, fax.: 27 05 07; e-mail: [email protected] Institute for Public Policy , Bulgară str. 28, Chişinău. 1 Barometrul de opinie publică – Noiembrie 2001 THE PROGRAM BAROMETER OF PUBLIC OPINION IN THE REPUBLIC OF MOLDOVA Poll Methodology The Amo unt of the Sample: 1104 perso ns aged 18 and more Sample: stratified, pro babilistic, three-staged Sampling: The amount of urban strata and of the total in a TAU has been calculated proportionally with the number of the population according to the data provided by the Department of Statistics of the Republic of Moldo va. The amount of rural strata has been calculated proportionally with the number of voters according to the data published by the Internatio nal Foundation for Electoral Systems. The strata have been adjusted so as each strata should contain at least 1% of the sample. Re-grouping was done o nly within the same TAU. Randomness Stages: I. The Locality: in the framework of each adjusted strata, the selected localities (64) were established randomly , on the basis of an aleatory table of numbers. II. The F amily: in each locality, a number of sampling points was established so as to have a maximu m number of 7 interviews in a sampling point. Families to be interviewed have been selected through the method of random itinerary with a statistical step. III. The Perso n: if more than one adult person existed in selected families, the person to be interviewed was the o ne whose birthday was the nearest. Representativeness: the sampling is representative for the adult population of the Republic of Moldo va , with an error limit of +3% The P eriod fo r data collectio n: Noiembrie, 1 – 10, 2001.
