WHMIS
Workplace Hazardous Materials Information System
What is it?
• A system put in place to respond to the Canadian workers' right
to know more about safety and health hazards of the materials
they use in their workplace.
• Canada-wide legislation with specific Provincial input.
• Provides specific information about hazardous materials
(controlled products).

MSDS are technical documents that provide more detailed hazard,
precautionary, and emergency information about a substance.
• An MSDS must be present for each hazardous material
regulated under WHMIS
Canadian MSDS consist of nine pieces of information:

OH&S
Handout: OH&S Worksheet
OH&S is a discipline designed to protect people, property, and
the environment in a workplace setting.
It attempts to promote safe and healthy work environments,
as well as healthy attitudes towards safe work practices.
Every province and territory has an Act:
In NL the Occupational Health and Safety (OH&S)
Act and Regulations were created in 1978
The purpose of the act was to:
to protect workers while on the job.
Federal and provincial jurisdictions have inspectors who:
Conduct inspections
Investigate accidents and serious injuries
Complete tests such as air quality assessments
Inspect radiation controls
Enforce the OH&S legislation
When inspectors find that an employer is not complying with
OH&S Legislation, they may issue directives.
A directive states the law they must comply with and a timeframe for compliance.
For example, if required training has not been given, the
directive will state that the training session must be
completed by a certain date.
If inspectors discover that all or part of work at a workplace
poses an immediate risk to the health and safety of workers or
other people, they may issue a stop-work order.
A stop-work order means that all work stops until the unsafe
condition is corrected
• The OHSA is based on an Internal Responsibility System
(IRS) - A concept based on the principle that the
workplace parties themselves are in the best position to
identify health and safety problems.
An occupational health and safety committee is group made up of
representatives from management and workers who address
health and safety concerns in the workplace.
In brief, the requirements for an occupational health and safety
committee are as follows:
• A workplace having 10 or more workers must have a committee.
• The committee may consist of two to 12 members.
• At least half the members shall be elected by workers.
• The other half shall be appointed by the employer.
• Committee meetings shall be held every three months
• Minutes of meetings are to be posted in the workplace and a
copy is to be forwarded to the Commission.
The OH&S committees responsibilities are to:
• Investigating workplace accidents and incidents
• Conducting inspections and detailed audits of workplaces
• Enforcing Occupational Health and Safety Legislation.
When it comes to safety at work, it’s everyone’s responsibility.
Employers are responsible to do the following:
• Provide a safe workplace, equipment, systems and tools.
• Provide information, supervision and safe facilities
• Ensure that workers, are familiar with all hazards
• Consult and cooperate with their OH&S Committees
Employees are responsible to protect:
• Their own health and safety
• The health and safety of other workers
• Report unsafe conditions in the workplace.
• Co-operate with the occupational health and safety
committee.

What are the basic rights of workers?
The right to know
The right to participate
The right to refuse
Workers have a right to know about all of the hazards to which they
might be exposed in their workplace, such as:
Chemicals present and first aid treatment required
Dangers associated with equipment
Workers have the right to take part in protecting themselves
against injury or illness in the workplace. This may mean
Being a member of the OH&S committee
Assist in developing safe work procedures
Reporting unsafe conditions
Workers have a right to refuse unsafe work if the feel that the work
will cause injury or illness to themselves or others
There is a full section (45) of the OH&S Act that
deals with this right.
When a worker decides to refuse unsafe work it is
important that the supervisor is the first one
notified.
Important Note:
•Workers cannot be disciplined if they use their right to refuse
unsafe work when they have reasonable grounds to believe that the
work is dangerous to the health and safety of themselves or others.

A workplace injury is one that:
Happens at work, Needs medical treatment; and May or may not
need time away from work.
When you are first notified of the injury, and are confident the
worker has received the necessary care, collect details about
the incident.
1. Note what happened, 2. where it happened and 3. the names of
people who saw the incident;

Workplace Health, Safety &
Compensation Commission
(WHSCC)
Workplace Health, Safety & Compensation Commission
(WHSCC) is an employer-funded no fault insurance
system that promotes safe and healthy workplaces,
provides return-to-work programs and compensation to
injured workers.
SAFE work Program
The SAFE work program is sponsored by the Workplace Health,
Safety & Compensation Commission (WHSCC).
The program strives to educate Newfoundlanders and
Labradorians about workplace health and safety.
