Instructions and HUD Definitions
Fill out the following survey to count the number of people provided with shelter or transitional housing by your agency
on the night of Wednesday, July 24, 2013. Please submit one survey per program or site (thus one agency may have
several survey submissions).
Adult is a person 25 years or older.
Dependent Child is a person under the age of 17 who is living with a parent, guardian or caregiver.
Unaccompanied Youth is a person age 0-24 who is NOT living with a parent, guardian or caregiver.
Youth are
divided to meet HUD requirements and Minnesota Statutes, 256k.45.
(1) Ages 0 - 17
(2) Ages 18 to 21
(3) Ages 22-24
Dependent Youth is a person age 18-24 who is living with a parent, guardian or caregiver.
Household is either a single individual or a group of individuals (usually considered a family) who would live together in
one housing unit if they were housed.
Homeless is a person who lacks a fixed, regular and adequate residence (this includes any person living in an
emergency shelter or transitional housing facility)
Chronically Homeless person or family is either an unaccompanied homeless individual (18 or older) with a
disabling condition OR a family with at least one adult member (18 or older) who has a disabling condition who has either
been continuously homeless for a year or more OR has had at least four (4) episodes of homelessness in the past three (3)
years.
Veteran is a person having served in the U.S. Armed Forces and/or activated, into active duty, as a member of the
National Guard or as a Reservist.

Hennepin County Youth PIT Count
• This year, USICH asked 9 jurisdictions to survey
young people under age 25 who were homeless
on that night.
• Surveyed in shelters and transitional housing
programs.
• Surveyed youth at drop in centers and on the
street.
• Surveyed through Hennepin County high
schools.
• Surveyed through Juvenile and Adult Probation.
Demographics
• 459 youth surveyed
• 20% were under age 18
• 60% were African American
• 52% were female
• 34% reported a diagnosed disability
• 47% of those who weren’t surveyed by Probation
reported court involvement
Life Experiences
• 68% left home before age 18.
• 64% met the definition of long-term homeless.
• 37% are pregnant or a parent.
• 35% have been in foster care.
• 12% have traded sex for money, food, housing.
• 40% have been in an abusive relationship.

Education
• 134 were surveyed in the schools (100 of these respondents
were doubled up).
• 237 (53%) of all respondents were currently enrolled in
school.
• 82 respondents did NOT have a diploma/GED and were NOT
enrolled in school.
• Only 2% of respondents had less than a high school diploma,
were not enrolled, and were not trying to get back in school.
Employment
• 26% report they have a job – ¾ are part time, ¼ full time.
• Only 5% of respondents have a full-time, non-temporary job.
• Those in transitional housing are much more likely to have a
job – 52%.
Public Assistance
• 61% report they get public assistance. Receipt of PA highest
in shelter and transitional housing (84% or more)
• 17% have no job, PA, or other source of income.
• Half of those without PA or a job were surveyed in schools.
