TRANSIT ASSET MANAGEMENT

State of Good Repair (SGR) Funding
• (Fixed Guideway) SGR Program - New formula grant
program (Sec. 5337) will fund replacement and rehabilitation of
systems at $2.1 billion a year
• Bus & Bus Facilities Program - New formula program to
address bus SGR needs (Section 5339) at $422 M a year
• Urbanized Area (UZA) Formula Program – The UZA
formula (Sec. 5307) continues to be a key source for SGR
needs for all modes
• Formula Program for Rural Areas – The Rural Areas
formula (Sec. 5311) continues to be a key source for rural
recipients’ SGR needs for all modes

National Transit Asset Management System
FTA will:
• Define “state of good repair”
• Establish performance
measures
• Require reporting of transit
agency performance targets,
asset inventories and
conditions

Grantee Asset Management Plans
All FTA grantees and sub-recipients will be
required to have a transit asset management plan,
including:
• Capital asset inventories
• Condition assessments
• Investment prioritization

SAFETY PROVISIONS

MAP-21 Safety Authority
FTA will establish and enforce a new safety
framework for public transportation throughout
the U.S.
• The law authorizes FTA to, among other things,
work much more closely with industry to ensure
the safety of public transportation.
• The law also stresses the importance of a systems
safety management approach.

MAP-21 Approach To Safety
• Broad Safety Partnerships
- Industry stakeholders such as public transportation providers, States,
and technical advisory groups.
• One Size Does NOT Fit All
- Recognition of the diversity of public transportation systems across
the country.
• A “Light Touch”
- No additional regulations if already regulated by another Federal
agency.
- Any new regulations subject to cost/benefit analysis.
- Local oversight through a Federal framework.
