Background
 Narayanganj is about 17 Km Southeast of Capital Dhaka of Bangladesh. It is situated on
the bank of the river Shitalakhya, at the confluence of the Shitalakhya and Buriganga rivers.
 Narayanganj is well connected with the rest of the country by railway, road and river.
The river port of Narayanganj is considered as one of the busiest ports of the country
This has worked as great advantage for the location of many large and medium scale
industries of the country.
History
The Municipality was commissioned as an urban administrative unit in British period
Narayanganj Mnicipality was constituted on 08 September 1876 to control an area of 4.5
square miles with a population of 27,876.
The name of the first Bangali elected Chairman of Narayanganj Municipality was Late
Syed Mohammad Maleh.
In 1952, the area of Narayanganj Municipality was extended up to 7.5 sq miles
by a declaration of the Dhaka Judge court.
After the liberation first election was held on 1974. Late Ali Ahmad Chunka was elected as
the first Chairman of Narayanganj Municipality. He was elected two times for his popularity
and qualitative leadership for perspective plan and development activities in the Municipality.
History
 It is a matter of fact that there was no elected Municipal Council from 1988 to 2003 due to the
demarcation dispute case filed in the court. This long period was run by Administrator.
 During that period no remarkable development executed to fulfill the expectation of Municipal
dwellers and as a result the infrastructures of Municipality was dilapidated for not to undertake any
development activities and routine maintenance work. Tax recovery was so much lesser
percentage and was quite vulnerable. The institutional capacity as well as the quality of
Municipality services was so poor.
In those circumstances, the election of Narayanganj Municipality was held on 16 January 2003.
Dr. Salina Hayat Ivy was elected the first Woman Chairman of Narayanganj Municipality as
well as in Bangladesh.
Once upon a time it was called the Dundee of east for jute trading. It may be mentioned here
that the largest Asian jute mill hereinafter called the Adamjee was established in
Narayanganj. With the passage of the time ,the jute trading losing its past glorious prospect day
by day. I hope this past glorious prospect of jute trading should be recovered by any means.
 Narayanganj is an important business & industrial centre and economic backbone
of Bangladesh. The contribution of this city in the national economy is remarkable.
Everyday approximately BDT 3000 million is transacted in banks for different
trade & commerce.
 Considering the above cited importance-on 05 May 2011, Narayangagnj
Municipality was upgraded as City Corporation including two other adjacent
Municipalities i.e Siddirganj and Kadam Rasul.
 Now a days, it is densely populated area near Dhaka.The total area of Narayanganj
City orporation is 72.43 sq.km (including the river Shitalakhya) having population
projection is about approximately 0.709 million(1.4millon).

JICA is now working at NCC with “Inclusive City Government Project
(ICGP)”.
The goal of ICGP is to establish a framework for the improvement of:
1. Urban Governance
2. Infrastructure Development
Inclusive City Government consist of:
i. Inclusive City Corporation Administration: Coordination in planning
and implementation for various infrastructure
ii. Inclusive Beneficiaries: Current & Coming Generation, Marginalized
People
iii. Inclusive Agencies: Coordination among various Central Government
Agencies













