USCC Location Based Solution overview
LBS using User plane architecture based on Qualcomm’s
V1/V2 solution
Support for A-GPS, AFLT and hybrid mode of location
determination
Support “Trusted” model with future plans for “Un-trusted”
Support following LBS scenarios:
Single location fix (“where am I”, “restaurant finder”)
Multiple location fixes (Driving directions)
Peer-to-peer single location fix (Find a friend)

Issues Identified
User plane BSA requires unique combination of SID/NID/
BASEID.
Due to limitations of number of base stations in a switch, the
BASE-IDs are repeated within a SID/NID
Segregating the network with multiple SID/NIDs causes the
PING-PONG issue due to dormant re-registration along the
border area – significant impact to “Push-to-Talk” and Blackberry type “always on” services.
Additional parameters viz., PN-OFFSET , Cell Lat/long is
used to select the correct BSA entry.

Why LBS Roaming is important?
Roaming is an inherent feature of location based applications
because they (viz., “Where am I”, restaurant finder, driving
directions etc) are more often than not used in unfamiliar
places away from the home area of the user
Powerful applications such as tracking a Child is expected to
work anywhere
Inconsistent customer experience on LBS while the Data
roaming in place

Assumptions & Requirements for LBS User
plane Roaming
1.
LBS should be treated as part of Data services (viz., MMS, PTT etc)
2.
User Plane Base station Almanac with unique entries should be made
available from the visited network.
3.
Base Station Almanac keys should be unique combination of SID, NID ,
BASEID , PN OFFSET and other required parameters
4.
Roaming Mobile Node should pass those parameters to the Position
Determining Entity (PDE).
5.
The Security and Privacy control should lie with the home network and
the targeted user

Options for User plane LBS Roaming
Per Standards: Home network and visited network support
similar architecture with conforming network elements.
- Both networks support similar protocol and
inter work
Using visiting BSA loaded in the Home PDE
- Carrier Partners share their BSAs.
Using the visited BSA through a 3rd Party broker PDE
- A trusted 3rd party can maintain the BSAs (viz., CRX
provider, PDE provider etc)

Advantages of the proposed options
1.
Location Based Service is treated as any other data service
– meaning that the visited network is mainly used as access
network.
2.
Visited network only allow access to their existing BSA
information through one of the options of their choice.
3.
Subscriber Privacy is squarely under the control of the
Home network.
4.
Visited network is not forced to install new network elements
to support LBS Roaming, if they decided not to have LBS or
having their own proprietary solution.
