The referendum contract
Referendum contract IS NOT the Bylaws
Referendum = "contract" = what students vote on
Bylaws = all other rules
Can't change contract without re-vote
Keep referendum short and simple!
Do NOT put all Bylaws in the referendum
You will need to amend these eventually
