Chapter I:
Climate Change and Sea level Rise
• Mauritius was the first country to ratify UNFCCC in 1992
•
Kyoto Protocol ratified in 2001
• An Climate Change Action Plan was developed by the
National Climate Change Committee
• Vulnerable sites have been identified and adaptation
strategies developed
Chapter II:
Natural and Environmental Disasters
• Natural Disaster Committee at PMO
• Early Warning System in place
• PM’s Relief Fund in place to assist victims
Chapter III:
Management of waste
• National Solid Waste Management Strategy (2000)
• SWMS based on waste minimisation principle
• Basel Convention ratified in 1992
• Regulations for hazardous waste 2001
Chapter IV:
Coastal and Marine Resources
• Ratified Nairobi Convention (July 2000)
• Coastal policy in NPDP -ICZM plan envisaged
• ICZM Division & Committee established under EPA Beach
Authority - Beach Management regulation under way
Chapter V:
Freshwater Resources
• National Water Master Plan 2040
• Introduction of Private Sector Participation in water sector
• Leak Detection Programs to reduce Unaccounted for Water
Losses
• Midlands Dam constructed now operational for irrigation and
potable water
Chapter VI:
Land Resources
• Most lands are privately owned
• 21, 211 ha. are government owned in the form of nature
reserves, forest, islets, Pas Geometriques, and are used for
hotels, recreational and conservation purposes
• NPDP was prepared in 1994 and reviewed in 2003
• Land use conflict is being addressed
• Judicious land use through the National Development
Strategies and the EIA mechanism of the EPA 2002
• Preservation of ESAs
Chapter VII:
Energy Resources
• Mauritius is heavily dependent on imported fossil fuel
– 73% of our energy requirements are imported
– In 2002 Rs 6.3 billions was spent on importation of fossil fuel
• A shift to from fossil fuels to bagasse and hydroelectricy
• Research/studies under way to evaluate potential of using renewable
energy resources such as wind, solar, and biomass
• Soft loans for solar heaters and LPG available

Tourism Resources
• Sustainable tourism elaborated in Tourism Development
Plan, National Development Strategy and National
Environmental Strategy
• Integrated approach to hotel development
• Control of tourism projects through EIA/PER
• Development guidelines (NDS)
• Environmental Charter for tourism sector

Biodiversity Resources
• Biodiversity Convention ratified in 1992
• A National Biodiversity Strategic Action Plan is being
finalised
• Successful Implementation of conservation programs
• National Parks, Marine Parks and Marine Protected
Areas established
Chapter X:
National Institutions and
Administrative Capacities
• Creation of Ministry of Environment and Department of
Environment in 1989
• EPA 2002 provides for NEC, ECC, ELO and National
network for Sustainable Development
• Local authorities empowered to enforce
regulations and issue planning permits

• On-going programs for capacity building at level of
various organizations (enforcing organizations), UoM,
International seminars, training and workshops
Chapter XI:
Regional Institutions and
Technical Cooperation
• Mauritius is a member of the following:– IOC, SADC, COMESA, NEPAD, AMCEN, RIFF, IORARC
• Many regional projects are under way – tuna tagging, ICZM,
environmental education, coral reef monitoring, Oil Spill
Contingency Program
• Participation in IOC, SADC, COMESA, ECA, initiatives and
projects
• Direct investment in the region- sugar, textile, tourism and
offshore services
Chapter XII:
Transport and Communication
• Port Master Plan has been recently revised
• Integrated National Transport Strategy
• Vehicle emissions standards and mass sensitisation
program on vehicle emissions – lead free petrol
• Radio liberalisation, 4 radios stations, internet
• ICT – Cybercity and Government on line
• Good inter-island communication by ship, plane, radio,
telephone and internet
Chapter XIII:
Science and Technology
• UOM engaged in scientific research programs, inter alia,
in marine resource, food technology, industrial wastewater
treatment, solid waste management and ground water
monitoring
• MRC, FARC and AFRC
• University of Technology
and the Mauritius
Oceanography Institute
• Creation of Biotechnology Institute
• MSIRI - sugar technology, foodcrop, pests …
• AREU ensures that agricultural practices are
environmentally friendly
• NEL – future research activities
• Development of scientific database as EIS

Gaps and Constraints
• Only 35% of the Environment Investment Program implemented due
to lack of resources; promised foreign financial support did not
materialise
• Inadequate institutional capacity to implement projects
• Capacity Building Initiatives inadequate. For instance, 10 years after
Rio and 8 years after Barbados, the National Capacity SelfAssessment Initiative is now being carried out under GEF.
• Dispersed responsibilities
• Coordination in respect of various MEAs
• Lack of Private Sector Involvement
• Lack of dedicated funding
• Lack of support tools for enforcement
• Lack of awareness on BPOA issues
