About Westchester Aviation Association
•
The Westchester Aviation Association (WAA) is the voice of general aviation
at Westchester County Airport (HPN).
•
WAA represents a growing number of individuals, businesses and
corporations from all over the United States but primarily from the
Northeast.
The goals of the membership are to:
•
Promote the value and benefits of aviation here at HPN to the general
public, government officials and the media.
•
Promote harmony, coordination and cooperation within the local aviation
community.
•
Promote safe, secure and environmentally friendly operating practices.
•
Promote enhancement of aviation facilities at HPN that improve safety,
utility and efficiency.

• SAFETY / SECURITY
• WAA represents the local aviation community with the
FAA, TSA and Airport Management.
• WAA works collaboratively with Westchester County
Department of Public Safety to develop effective but
operationally flexible security protocol at HPN.
• WAA distributes Email notifications to our community of
key safety & security issues.

• ENVIRONMENTAL
• The aviation community has helped to achieved a 41% reduction in
the noise footprint around HPN since 1988. The noise footprint is
forecast to continue to decrease.
• This decrease is due to tremendous investment in new quieter
aircraft, improved training of airmen and good citizenship by local
aviators and companies in avoiding operations during the overnight
hours as much as possible.
• This effort has been recognized by Westchester County in their
annual awards ceremony to the community.
• The aviation community has collaborated with the Airport
Environmental Management Office to help achieve ISO certification.

•RUNWAY SAFETY
• IN 2014 THERE WERE:
– 1 RUNWAY INCURSION
– 1 PILOT DEVIATION
– 5 OPERATIONAL INCIDENTS
– GO AROUNDS CAUSED BY SLOW ROLL OR SLOW EXIT
Best Practices (PILOTS)
• Focus on read backs
• Make sure to read back all runway hold short
instructions
• Be familiar with airport layout and markings
• If unsure of the taxi instructions/control
instructions, ask questions
• See the WHOLE PICTURE(SITUATIONAL AWARENESS)
• LANDMARK/SIGNATURE EAST/WEST

Best practices for air traffic control
(ATC) personnel
• Minimize the frequency of runway crossings
by aircraft and vehicles where possible.
Difficult with recent closures for construction.
• Issue taxi instructions slowly and clearly. This
will result in more accurate hear-back/readback.
